New Chapter in Regional AMC Reform: Central Plains Asset Investment Management Group Launches Official Operations

A July 29 article published by Central Plains Asset Management Co., Ltd. (referred to as Central Plains Asset) announced that the Central Plains Asset Investment Management Group held its unveiling ceremony on the same day.

Wu Jianwu, the Deputy Director in Charge of Daily Operations at the Henan Provincial Financial Affairs Office, stated that the formation of the Central Plains Asset Investment Management Group is a concrete action by the provincial party committee and government to implement national financial regulatory policies. He called it a significant move to deepen local financial reforms and enhance regional financial risk prevention capabilities, marking a crucial milestone in the development history of Central Plains Asset.

Zhao Qingye, the Party Secretary and Director of the Henan Provincial Department of Finance, expressed that the Central Plains Asset Investment Management Group must always prioritize political considerations, shouldering the political, economic, and social responsibilities of a provincial financial enterprise. He emphasized the need to focus on the core business of disposing of non-performing assets and assist in prudently mitigating risks in key areas.

The article noted that from this new starting point, the Central Plains Asset Investment Management Group is concentrating on serving the "Five Major Articles" of finance and the "Six Strong Provinces" construction. It aims to create a "platform for revitalizing existing assets" and a "full-lifecycle service platform for enterprises."

Business registration records show that Central Plains Asset Investment Management Group was established on July 13, 2026, with a registered capital of 13 billion yuan, wholly owned by the Henan Provincial Department of Finance.

According to the profile on the official website of Central Plains Asset, the company was founded in August 2015. It is a provincial-level local asset management company (local AMC) approved by the Henan provincial government and registered with the Ministry of Finance and the former China Banking and Insurance Regulatory Commission, holding qualifications for bulk purchases of financial non-performing assets. Its registered capital is 13 billion yuan.

In terms of personnel, on July 16, the Henan Provincial People's Government decided to appoint Wang Shihao as the Chairman of Central Plains Asset Investment Management Group. Born in July 1976, Wang Shihao serves as the Party Secretary and Chairman of Central Plains Asset. Previously, he held positions including member of the Party Committee, Secretary of the Discipline Inspection Commission, and head of the Discipline Inspection and Supervision Team at Central Plains Bank; member of the Party Committee and head of the Discipline Inspection and Supervision Team at the Henan Provincial Rural Credit Union; member of the Party Committee and head of the Discipline Inspection and Supervision Team at Henan Rural Commercial Union Bank; and member of the Party Standing Committee and head of the Discipline Inspection and Supervision Team at Henan Rural Commercial Bank.

On July 22, Lianhe Credit Rating released a long-term credit rating report for Central Plains Asset Management Co., Ltd. for 2026, affirming the company's long-term credit rating at AAA with a stable outlook. The report also noted that, financially, as of the end of 2025, the company's capital strength was very strong. However, due to the strong policy-oriented nature of its business from 2023 to 2025, its profitability was relatively weak, with a high level of financial leverage. The debt structure was balanced, and liquidity and debt repayment indicators performed well.

The rating report revealed that as of the end of 2025, Central Plains Asset had a total of 75 wholly-owned and controlled subsidiaries on a consolidated basis. Their business activities include managing non-securities equity investments and related advisory services, financial leasing, equity investments, and transaction-related support services.

The "Interim Measures for the Supervision and Administration of Local Asset Management Companies" (referred to as the "Measures"), issued and implemented by the National Financial Regulatory Administration in July 2025, clearly require that local asset management companies should generally not invest in or establish subsidiaries, except for special purpose vehicles (SPVs). For subsidiaries already established before the implementation of the Measures, local asset management companies must conduct prudent evaluations, distinguish between the subsidiaries' service to the main business and risk conditions, and dispose of them in a steady and orderly manner.

According to the Measures, local asset management companies must meet the relevant requirements within a transition period set by the provincial-level local financial regulatory authority. The transition period is calculated from the date the Measures were issued and implemented, and generally does not exceed three years.
