光伏板块的集体上涨主要受益于利好政策消息。工业和信息化部、市场监督管理总局联合印发了《电子信息制造业2025－2026年稳增长行动方案》。该方案明确提出要在破除"内卷式"竞争中实现光伏等领域高质量发展，依法治理光伏等产品低价竞争。同时，方案还强调要引导地方有序布局光伏产业，实施光伏组件产品质量管理，并深入落实《光伏制造行业规范条件》等文件。
分析人士指出，这一政策将有助于优化光伏行业竞争格局和产业链生态。随着落后产能逐步退出，行业估值有望得到修复。中原证券表示，从已披露的中报来看，光伏行业二季度业绩呈现边际改善的特征。在反内卷背景下，围绕产品销售价格措施、企业间并购整合、提高行业准入门槛和产品质量标准等措施将陆续落地，这将为行业带来新的发展机遇。
