The municipal market supervision authority in Xi'an, Shaanxi Province, has introduced a new guideline to strengthen the quality management systems of medical device businesses, aiming to safeguard public safety in the use of such products.

This initiative is guided by a focus on standardization and is based on existing regulations including the Medical Device Supervision and Administration Regulation. The newly issued document, titled the Guideline for Medical Device Business Quality Management System Documentation, provides clear, practical instructions for companies to establish compliant and implementable quality control frameworks.

Key Features of the New Guideline

The guideline is designed for practical application and quality improvement. It standardizes the procedures for creating, controlling, and archiving quality management documents for medical device distributors. It effectively bridges gaps in the practical implementation of current quality management rules and offers a unified standard for regulatory inspections and special audits.

Implementation and Training Efforts

To ensure the guideline is effectively adopted and adds value to enterprises, the Xi'an market supervision bureau has conducted training sessions on medical device regulations and practices. These sessions use real case studies to clarify regulatory processes and compliance boundaries. Comprehensive briefings have been provided for regulatory staff, industry associations, and business operators to enhance regulatory capabilities and reinforce corporate legal awareness and primary responsibility for quality.

Comprehensive Risk Management Strategy

Focusing on risk prevention across the entire chain of medical device distribution, delivery, and usage, the authority has established a routine supervision mechanism targeting critical links and key entities. Core oversight subjects include medical device logistics companies and major medical institutions. The regulatory approach combines annual comprehensive inspections with regular random checks for precise supervision.

Particular attention is given to products selected in national and provincial centralized volume-based procurement programs. Key items such as dental implants and intraocular lenses, along with their associated distributors and logistics providers, are included on a priority supervision list. Inspections rigorously verify whether transportation and storage of these products strictly adhere to label and instruction requirements and if all quality control records are complete and standardized. They also meticulously check the implementation of quality management in critical hospital processes like procurement, acceptance, and storage to strictly prevent and mitigate product safety risks associated with centrally procured items.
