此次监管行动旨在确保航空业人才选拔的公平性与透明度，杜绝招聘过程中可能存在的非客观因素干扰。包括美国航空、达美航空、西南航空及联合大陆航空在内的主要航企均需遵守此项规定。
FAA强调，基于能力的招聘体系是保障飞行安全的核心环节，航司需建立可量化的评估机制，涵盖飞行经验、技术考核及心理素质等多维指标。未按时提交证明或存在瑕疵的航司，将接受联邦航空管理局的合规性审查。
