Commerce Ministry E-Commerce Department Head Explains Notice on Implementing "Five Excellences" Initiative for Quality E-Commerce

According to the Ministry of Commerce, the Ministry of Commerce, together with the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the State Administration for Market Regulation, and the State Post Bureau, recently issued the Notice on Implementing the "Five Excellences" Initiative for Quality E-Commerce. The head of the E-Commerce Department of the Ministry of Commerce provided an explanation of the Notice.

Background of the Notice

In recent years, China's e-commerce market has maintained the largest scale in the world, playing a positive role in boosting consumption, serving the real economy, driving innovation, and expanding openness. It now has the scale and space foundation to promote quality upgrading in e-commerce. The General Office of the Communist Party of China Central Committee and the General Office of the State Council issued the Special Action Plan for Boosting Consumption, which calls for vigorously developing quality e-commerce. Launching the "Five Excellences" initiative for quality e-commerce and coordinating efforts from all sides to drive the e-commerce industry's transition from scale expansion to quality improvement is both an inherent requirement for promoting consumption upgrading and expansion and meeting the people's demand for quality and personalized consumption, as well as a concrete measure to strengthen positive guidance, reshape a healthy competitive landscape, and promote win-win development among e-commerce platforms, their on-platform operators, and workers.

Main Content of the Notice

The Notice clarifies the principles of combining benefits for the people with consumption promotion, placing equal emphasis on regulated development and quality improvement, and integrating digital technology with the real economy. It deploys 15 specific tasks as key priorities, building a full-chain cultivation system around five dimensions.

First, organize e-commerce platforms to "excel in quality promotion," strengthen the cultivation of quality e-commerce entities, promote the transformation of platform rules toward excellence, and establish a full-chain quality control system. Second, support various merchants to "excel in quality creation," enhance merchants' quality operation capabilities, innovate and develop e-commerce consumer brands, and empower quality merchants to expand their markets. Third, facilitate consumers to "excel in quality selection," build a matrix of quality consumption activities, create integrated online and offline quality consumption scenarios, and strengthen consumption guidance and financial services. Fourth, guide Silk Road e-commerce to "excel in quality competition," build a sound ecosystem for e-commerce going global, cultivate and promote "Silk Road Cloud Products" brands, and advance high-level opening up in the e-commerce sector. Fifth, strengthen standards and regulations to "excel in long-term quality protection," improve the e-commerce standards system, collaboratively address disorderly and irrational competition, and strengthen industry self-discipline.

In the next step, the Ministry of Commerce will work with relevant departments to ensure the "Five Excellences" initiative measures are implemented effectively, using quality e-commerce development to help upgrade consumption quality and achieve high-quality development of e-commerce.
