On February 24, Qingdao YuanYu Intelligent Technology Co., Ltd. obtained the city’s first OPC (One-Person Company) business license of the Lunar Year of the Horse at the Administrative Approval Service Hall of Shibei District. This marks a solid first step in Qingdao’s effort to establish itself as a leading demonstration city for OPCs in northern China. "As soon as Qingdao released its policy supporting AI-driven OPCs, we immediately prepared and submitted our application online. We received approval from the Shibei District Administrative Approval Bureau on the fifth day of the Lunar New Year. This 'Qingdao speed' gives us great confidence in developing our AI industry here," said Gao Yijun, head of Qingdao YuanYu Intelligent Technology Co., Ltd. Gao noted that in the past, a team of over ten algorithm experts was required to undertake projects, but now a single individual can deliver results. Leveraging technical expertise and traditional experience in intelligent aquaculture equipment, Gao quickly identified the strategic opportunity presented by Qingdao’s early opening of AI-native entrepreneurship. He proposed the concept of "co-building six aquatic intelligence entities," using the Lemon Bean national-level industrial internet platform as a foundation. By integrating multi-source industry data and vertical large-model capabilities, the initiative aims to upgrade traditional equipment suppliers into "intelligent service operators." "Qingdao offers a mature AI ecosystem, high-quality computing resources, incubation capabilities, and an efficient administrative service team. These comprehensive advantages convinced us to establish our roots here," Gao added. OPCs represent a strategic focus for Qingdao in developing new quality productive forces. In early February, the city announced plans to accelerate the formation of an innovation and entrepreneurship hub characterized by marine AI and structured around the "single-person plus multi-agent" model. It also released the first batch of policy measures supporting OPC development, covering 12 areas including computing vouchers, talent subsidies, and startup loans. Business registration is the first point of contact for OPC entrepreneurs with government services. It is reported that the Shibei District Administrative Approval Bureau has set up a dedicated green channel for the OPC platform, assigning exclusive service representatives to each OPC. A real-name tracking system has been established to provide tailored support, offering value-added services throughout the entire lifecycle—from registration and financing to recruitment and business expansion—ensuring "companionship-style service" for OPC ventures.
