Farm Produce Market Entry Rules Tightened at the Source

The regional Department of Agriculture and Rural Affairs is taking a two-pronged approach — improving production and tightening oversight — to strengthen source governance and firmly uphold the bottom line that substandard agricultural products must not reach the market.

The region is rolling out a qualification certificate system in full. It is comprehensively implementing the Measures for the Administration of Commitment-Based Compliance Certificates for Agricultural Product Quality and Safety, guiding farming and breeding entities to issue certificates in a standardized manner, and enforcing the practice of bringing certificates to market and selling on the basis of certificates, thereby securing the first gateway for origin-based market release. In September, the region issued a total of 197,000 electronic commitment-based compliance certificates, a year-on-year increase of 289.2%.

Production guidance is being strengthened. Technical personnel are organized to carry out publicity and training, guiding producers to use pesticides scientifically and apply agricultural inputs in a standardized way, strictly observe safety intervals and withdrawal periods, and promote green production and standardized farming and breeding, so as to reduce quality and safety risks at the source.

Supervision and law enforcement are being tightened. Inspection and case-handling efforts have been intensified, and in conjunction with special campaigns targeting veterinary and agricultural drugs, illegal acts such as failing to issue certificates when required and issuing false certificates are strictly investigated, while violations including the use of prohibited or restricted drugs are dealt with severely in accordance with the law.

Going forward, the regional Department of Agriculture and Rural Affairs will continue to deepen source governance, effectively safeguard the safety of the food on people's plates, and steadily raise the level of agricultural product quality and safety across the region.
