He holds a postgraduate degree, a Master's in Economics, and is a senior engineer and a member of the Communist Party of China. He previously served as General Manager and Party Committee Secretary of Baiyin Nonferrous Metals (Group) Co., Ltd., Standing Committee Member of the Baiyin Municipal Committee, Standing Committee Member of the Baiyin Municipal Committee and Chairman and Party Committee Secretary of Baiyin Nonferrous Metals Group Co., Ltd., and Director of the Gansu Provincial State-owned Assets Supervision and Administration Commission. In January 2018, he was promoted to become a member of the Party Group and Vice Governor of the Gansu Provincial Government.
