On September 17th, the Standing Committee of the Lianchi District People's Congress organized municipal and district-level representatives to conduct a research and inspection tour focused on elderly care services and employment. The inspection team was led by Tian Zhaoyang, Party Group Secretary and Director of the District People's Congress, along with Deputy Directors Liu Chunxiao, Tian Yajuan, and second-level researcher Jia Xinli. Relevant officials from the District Civil Affairs Bureau and the District Human Resources and Social Security Bureau accompanied the inspection.
To enhance the effectiveness of the supervisory visit, the research team also invited deputy directors and enforcement personnel from the District Emergency Management Bureau, the District Fire Department, and the District Market Supervision Administration to participate. The inspection group visited Baoding Xingfuyuan Health Care Service Co., Ltd., the Baoding Minzu Nursing Home (Jianguo Road), the Lianchi District Digital Gig Market, and the Baoding Fushao Community Home Service Center. Through on-site inspections, briefings, and document reviews, the team gained a comprehensive understanding of the district's elderly care services and employment efforts.
The District People's Congress placed significant emphasis on safety production and food safety within elderly care institutions. The inspection team conducted thorough checks on fire control rooms, evacuation routes, micro fire stations, kitchens, and food storage areas. They tested smoke alarms and fire hydrant water pressure on-site, meticulously reviewed food procurement records, dishware disinfection logs, and food sample retention cabinets, and examined safety emergency plans. A complete supervisory review was carried out covering fire safety, food safety, living conditions, and service quality.
Where to Focus Attention
Tian Zhaoyang pointed out that it is essential to elevate political awareness and deepen ideological understanding. He stressed the importance of recognizing that improving elderly care and employment services is a necessary requirement for implementing a people-centered development philosophy, an inherent need for actively addressing population aging and promoting high-quality development, and a crucial foundation for maintaining social harmony and stability. Efforts must be aligned with the Party Central Committee's decisions and the work requirements of the province, city, and district, with higher standards, more practical measures, and a stricter work style to ensure effective implementation.
Building a Comprehensive Elderly Care System
Tian Zhaoyang emphasized that in elderly care services, the focus should be on constructing a service system that is "full coverage, basic security, multi-level, and sustainable." First, optimizing service supply is key, with a strong emphasis on developing basic elderly care services centered on care for the disabled elderly to address the essential needs of seniors. The district will also actively develop inclusive elderly care and mutual-aid models, expanding the coverage of the "15-minute elderly care service circle." Second, deepening the integration of medical and elderly care is crucial, promoting effective coordination between medical and health resources and elderly care services while establishing a normalized health service mechanism.
Third, the district aims to stimulate industrial vitality by fully leveraging the market's role in resource allocation, encouraging social forces to participate, building reputable elderly care service brands, and meeting the diverse and multi-level needs of seniors. Fourth, comprehensive supervision must be strengthened through the establishment of a closed-loop regulatory mechanism for elderly care services. Regular inspections and rectifications of safety production, fire safety, and food safety hazards will be conducted to solidify quality and safety baselines. Fifth, the construction of a professional talent team should be intensified, improving mechanisms for talent cultivation, utilization, evaluation, and incentives to accelerate the development of a qualified, well-structured, and sufficient elderly care workforce.
Strengthening Employment Support and Services
Regarding employment, Tian Zhaoyang stressed the need to reinforce the priority-oriented employment strategy and promote coordinated fiscal and monetary policies alongside employment policies. First, the focus should be on securing employment for key groups, implementing targeted employment assistance and entrepreneurship support for college graduates, migrant workers, and people facing employment difficulties. Second, the quality of employment services must be improved by continuously optimizing platforms such as "doorstep" employment service stations and innovating service models like "digital human live-stream recruitment" to make employment services more precise and efficient.
Third, large-scale vocational skills training should be conducted, with customized and targeted training programs aligned with market demand and industrial development directions to enhance workers' skills and alleviate structural employment contradictions. Fourth, the entrepreneurial environment should be optimized through the implementation of policies such as entrepreneurial guarantee loans, venue support, and tax and fee reductions. These measures aim to stimulate entrepreneurial enthusiasm among workers and leverage the multiplier effect of entrepreneurship in driving employment.
