24 Government Bodies Join Forces in Hainan to Deepen Public Education on Population Aging

A recent joint initiative in Hainan sees 24 provincial departments, including the provincial Department of Civil Affairs and the Organization Department of the Provincial Party Committee, release an implementation plan aimed at strengthening national education on population aging. The plan promotes a comprehensive understanding of aging trends, widely publicizes policies related to the elderly, and advocates for a proactive approach to aging and healthy aging concepts, with the goal of building a foundation for an age-friendly society and fostering consensus across the community to support the high-quality development of elderly services.

The implementation plan targets education for four primary groups: Party and government officials, young people, the elderly, and the general public. By 2029, the objectives are to achieve full coverage of education, establish regular public awareness campaigns, and significantly enhance understanding of aging issues. The plan also aims to strengthen accountability for elderly affairs work and notably improve public knowledge of aging trends and policies. Looking further ahead to 2035, the vision is for proactive and healthy aging concepts to be deeply embedded in society, with a social atmosphere that fosters positivity, intergenerational harmony, and respect for the elderly, seamlessly integrated into daily life and productive activities.

To bring these goals to fruition, the plan outlines specific educational measures. For leading officials, it emphasizes dedicated sessions to improve their awareness and capability in proactively addressing population aging. For young people, it promotes immersive education to instill a deep-rooted sense of respect and care for the elderly. Older individuals are encouraged to engage in self-directed learning that empowers them to be self-reliant, enjoy their later years, and remain active in society. Meanwhile, the general public will be reached through widespread popular education, integrating aging-related knowledge into everyday life. This will be supported by strengthening local platforms, such as public cultural venues, elderly care institutions, and rural cultural squares, to establish a tiered network of educational bases. Leveraging Hainan’s unique status as a “longevity island” and “healthy island,” the initiative will also develop a distinctive local brand for elderly services, using the moniker "Coconut Island Silver Radiance Plus Joyful Senior Years."

The plan underscores the importance of a collaborative working framework that involves Party committee leadership, government responsibility, departmental coordination, and broad social participation. A coordination mechanism is to be established, with civil affairs departments and the provincial aging committee taking the lead in guiding, coordinating, and organizing diverse educational activities, while also addressing any key challenges that arise. The integration of aging education into core work schedules and the establishment of a normalized long-term mechanism are highlighted as priorities. Crucially, the plan calls for encouraging and guiding volunteers, social organizations, and other non-governmental forces to actively participate in these national education efforts on population aging.
