California's Energy Commission (CEC) voted unanimously on Monday to adopt the Replacement Tire Efficiency Program (RTEP), marking the first-ever efficiency standard in the U.S. for replacement tires on passenger cars and light trucks. The goal is to ensure aftermarket tires perform at least as well on average as original equipment tires. The Commission estimates that once fully implemented, the program could save California drivers nearly $1 billion annually in gasoline and electricity costs while cutting roughly 2 million tons of carbon dioxide—equivalent to removing 400,000 gas-powered vehicles from the road. The first phase takes effect in 2029, with stricter requirements following in 2033. The legal foundation dates back to Assembly Bill 844 passed in 2003, but the Commission took over two decades to finalize the rule. Chair David Hochschild said the measure puts money back in drivers' pockets while cutting pollution and extending vehicle range.
How the rule works: Rolling resistance caps paired with wet-grip minimums
A lower rolling resistance coefficient (RRC, measured in newtons per kilonewton) means tires require less energy to roll. Under the adopted text reviewed by Tire Review, the default category sets a ceiling of 9.0 in the first phase and 7.1 in the second. Separate, more lenient thresholds apply to long-life, ultra-high-performance, run-flat, low-load-index, and light-truck tires—for example, ultra-long-life and ultra-high-performance tires get limits of 9.8 in 2029 and 8.5 in 2033. KCRA reports the Commission tested 537 tire models to calibrate the standards. All covered tires sold in California must be certified under CEC protocols and listed in the state database.
The rule also sets a minimum wet traction threshold to prevent manufacturers from sacrificing braking performance in the pursuit of fuel efficiency. The Commission says laboratory data and industry samples from retailers like Discount Tire show no systematic trade-off between efficiency and wet grip, dry traction, or tread life. Exemptions include racing tires, snow tires, all-weather winter performance tires, used and retreaded tires, deep-tread off-road tires, all-terrain vehicle tires, emergency vehicle tires, and tires not rated for sustained speeds above 50 mph. Inventory produced before 2029 and tires already fitted on vehicles are not subject to the new performance benchmarks, as compliance is tied to manufacturing date.
For consumers, the Commission's estimated incremental cost is about $1.50 per tire in the first phase—roughly $6 per set—and about $6.50 per tire in the second phase. Based on gasoline at $4.60 per gallon, a typical gas-powered vehicle could save about $179 in fuel over the life of a tire set, roughly seven times the added upfront cost. With fuel prices holding at mid-2026 highs, savings could be about 25% greater. Over the four-year first phase, net savings amount to about $79. For electric vehicles, the benefit shows up as range: aftermarket tires often drain batteries faster than factory originals, and the range loss after a tire change is the other half of the logic behind this rule.
Michelin backs the rule; Goodyear and dealers push back
Francesca Mosteller, head of government affairs for Michelin North America, said California's direction aligns with the company's lifecycle reduction goals and that the thresholds are technically feasible within the given timeline. Goodyear's Brad Gladfelter, however, wrote in a July 27 letter that the record does not support the conclusion that the rule will lower overall consumer costs. Kim Kleine, spokesperson for the U.S. Tire Manufacturers Association, said replacement tire compatibility and fair enforcement remain major concerns. Goodyear, Yokohama, and the California Tire Dealers Association, among others, predicted in a spring joint letter that per-tire costs could rise by $6–$10, and that compliant products in the second phase often cost hundreds of dollars more per set than basic models.
At the retail level, the impact is more direct. The San Diego Union-Tribune cited industry estimates that roughly 70% of tire models currently sold in California could disappear from the market within seven years. Shop owners interviewed by the New York Post said business will get harder, and some drivers plan to delay purchases or buy used tires instead. The Specialty Equipment Market Association (SEMA) opposes the rule, arguing it limits choices, raises upfront costs, and could increase replacement frequency. The Commission had already pushed the first phase from 2028 to 2029 and the second from 2031 to 2033, while expanding exemptions to accommodate industry feedback. The vote was still unanimous.
What it means for tire makers, gas stations, and fuel economy in California
California is one of the largest single aftermarket tire markets in the U.S. National SKUs are unlikely to be split into a fully separate production line just for California; instead, low-resistance formulations are more likely to become the default for the American market, with non-compliant models pulled from California shelves. Michelin's product lineup already sits closer to the standard, so its adaptation costs are lower. Brands that compete on price points and tread patterns will need to retool molds and formulations within four years. Dealer inventory turnover is expected to be disrupted for a year or two: tires built in 2028 will no longer be eligible for sale in California in 2029.
On the fuel side, Kelley Blue Book cited Commission estimates of about 141 million gallons of gasoline saved per year. Relative to national gasoline consumption, that's a rounding error—but for California's refining and retail sectors, it represents a sustained downward shift in demand, layered on top of EV adoption. If fuel prices stay near mid-2026 highs, the Commission's claimed $1 billion in annual savings would be higher; if prices fall, consumer perception of the benefit weakens and opposition grows. For EV fleets, the same physics reads as a "range regulation": tire replacement is no longer just about comfort and braking, but about range assurance.
