The "15th Five-Year Plan" proposal emphasizes the importance of encouraging regions to leverage their comparative advantages and develop their unique strengths. In line with the directives from the 8th Plenary Session of the 12th Municipal Committee and the Municipal Economic Work Conference, there is a strategic push to strengthen the support role of major districts, further stimulate the subjective initiative of each district, and activate comparative advantages based on local conditions. To support and lead the city's high-quality economic development, Binhai New Area is embracing its mission as a major district in the new year by deeply tapping into the potential of existing industries, expanding incremental development space, and driving the agglomeration of supporting enterprises. With the assistance of a dedicated task force, what new gains has the head of LENOVO GROUP's Tianjin company, a leader in the information technology innovation sector, achieved at the start of the new year? Let's take a look.

Right after the New Year holiday, Xie Xiaoke, the Deputy General Manager of LENOVO GROUP's Tianjin company, added many new contacts to his social network—all of them entrepreneurs from the related supply chain. They are all drawn by Lenovo's planned new AI server production line. In December last year, LENOVO GROUP signed a new round of investment agreements with Tianjin Port Free Trade Zone, committing to build an AI server production line in Tianjin, which is expected to generate over 3 billion yuan in additional output value this year. Binhai New Area immediately established a dedicated task force.

Teng Huijie is one of the members. She has been interacting with Lenovo since its initial establishment in the area. She explained that Lenovo's AI server production lines were previously located in places like Shenzhen and Hefei. With the rapid growth of the artificial intelligence industry, the Beijing-Tianjin-Hebei region, as a national core computing power hub, accounts for more than one-third of the country's total computing scale. Recognizing the market potential and urgent demand for computing power in the north, LENOVO GROUP's Tianjin branch decisively expanded its layout.

However, for Lenovo, the AI server production line involves more than 30 supporting enterprises, most of which are concentrated in the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area. Transporting components to Tianjin incurs high costs, creating a desire to increase local supply. Seizing the opportunity presented by Lenovo's business expansion, Binhai New Area has designated the electronic information industry as a key supporting sector for the new year, aiming to increase its share of the gross production value by approximately 3%. This incremental growth will come from deeply leveraging the resources of existing enterprises like Lenovo, using the "head" to lead the "body" to achieve industrial agglomeration. Since the task force was established, Teng Huijie has listed all local enterprises potentially connected to Lenovo in her navigation software and visited each one.

The task force's mission is twofold: clearly communicate Lenovo's requirements and standards, while also thoroughly assessing the capabilities of the local enterprises. The team spent their days visiting companies and their evenings compiling lists. After more than half a month of effort, they finally produced a "potential list," identifying 12 companies with the promise of entering Lenovo's supply chain. On the first working day after the New Year, Teng Huijie organized a matchmaking meeting where five enterprises engaged in face-to-face discussions with Lenovo.

During on-site interviews, it was observed that following the matchmaking session, many companies contacted Teng Huijie to inquire about the subsequent progress. These days, the task force continues its visits, pushing for the swift formation of cooperative partnerships. The goal for the first half of this year is to add five new local suppliers for Lenovo.

Thanks to tangible and effective services, LENOVO GROUP's Tianjin company achieved the highest employee satisfaction ranking within the global Lenovo system at the end of last year. Implementing the directives from the 8th Plenary Session of the 12th Municipal Committee and the Municipal Economic Work Conference to strengthen the support role of major districts, Binhai New Area is focusing on two key fronts in the new year. On one hand, it will concentrate on existing industry leaders like LENOVO GROUP, Tianjin Petrochemical, and Great Wall Motors to cultivate new incremental growth. Concurrently, it will expand effective investment, accelerating the construction of 362 projects, including the new Wacker Chemie AG materials project with a total investment of 487.8 billion yuan.
