两人均于1979年毕业于顶尖法学院（鲍威尔来自乔治城大学，罗伯茨出自哈佛）。职业生涯早期，他们都曾服务于乔治·H·W·布什政府（鲍威尔任职于财政部，罗伯茨供职于司法部）。作为深谙华盛顿规则的精英，二人都极其重视维护所领导机构的公众声誉。他们甚至曾同为切维厄特乡村俱乐部的会员。
