Guangzhou Development District Intensifies Robotics Cluster to Propel Large-Scale Commercialization

In recent years, the Guangzhou Development District and Huangpu District have accelerated the development of the embodied intelligent robotics industry, releasing the city's largest list of "robotics+" application scenarios and innovative product catalogs.

Currently, the development of the embodied intelligent robotics industry faces two core challenges: a lack of data and insufficient training in real-world scenarios.

On July 11, the People's Government of Guangdong Province and JD.com Group signed a strategic cooperation agreement. Both parties will engage in comprehensive strategic collaboration across nine key areas: consumer development, modern logistics, digital economy, smart healthcare, home services, supply chain development, modern agriculture, government-enterprise cooperation, and the establishment of regional headquarters.

According to the organizers, the JD Property Development RoboBase project is the first landmark physical project resulting from this cooperation agreement. Its groundbreaking ceremony was held in Huangpu District, Guangzhou. The project aims for integration of "R&D—manufacturing—application—service," creating a fusion platform of "high-end manufacturing + technological innovation + ecosystem services," and building a complete industrial ecosystem for robotics. It is expected to be fully completed by the end of 2028, become operational in 2029, and achieve an estimated annual output value of approximately 1.75 billion yuan upon reaching full production capacity.

During the event, Xian Yinsong, Deputy Director of the Administrative Committee of the Guangzhou Development District and District Head of Huangpu District, stated: "In the future, we will focus on three key directions—critical components, robot units, and integrated applications—to strive to build a 'City of Robots' for embodied intelligence."

In recent years, the Guangzhou Development District and Huangpu District have accelerated the development of the embodied intelligent robotics industry, releasing the city's largest list of "robotics+" application scenarios and innovative product catalogs. They have also issued four batches of application scenario lists for AI-enabled new industrialization, covering 16 major fields including industrial manufacturing, security patrols, smart cities, and smart elderly care, with a total of 164 typical application scenarios. Cumulatively, 15 enterprises from the district have been successfully selected for Guangdong Province's "Robotics+" Typical Application Scenarios, accounting for 60% of the city's total selections and ranking first in the province.

To further establish a collaborative service platform, the district has also supported the establishment of the city's first Embodied Intelligent Robotics Industry Development Promotion Association. It has promoted the construction of Guangdong Province's first Unmanned Intelligence and Embodied Intelligence Data Collection and Training Ground, with a planned area exceeding 1,000 square meters. This initiative directly addresses industry pain points by providing crucial support for technology R&D and product testing.

Liang Mian, Deputy General Manager of JD Property Development's South China Region, noted that the embodied intelligent industry currently faces three major bottlenecks: a lack of real-world application scenarios, stable sales orders, and sustainable development funding. The JD RoboBase Robotics Industrial Park, now established in Huangpu, will leverage industrial infrastructure, provincial-level embodied intelligence industry policies, and a supply-demand matching platform for the industrial chain. It aims to gather upstream and downstream robotics enterprises, complete the industrial loop, and drive the large-scale commercial application of embodied intelligent technologies.

Regarding the industrial foundation, the Guangzhou Development District and Huangpu District have already gathered 57 key enterprises in the industrial chain. Among these are five national-level manufacturing champions, two national-level key "little giants," and six national-level specialized, sophisticated, and innovative "little giants." From an industrial chain perspective, the district focuses on building a complete layout from technology R&D and component production to whole-machine manufacturing and scenario application. Currently, there are 16 enterprises in upstream components and software algorithms, 30 in midstream unit manufacturing, and 11 in downstream application and services. CATARC is the only institution in South China authorized to issue China Robot (CR) certification and is tasked with building the National Robot Testing and Evaluation Center.
