During the first half of this year, the Xianyang Natural Resources System has firmly upheld the principle of prioritizing people's lives and safety, adhering to the working standards of "prevention first, bottom-line thinking, and source control." Through coordinated efforts in planning, survey and control, early warning linkage, and publicity drills, the system has comprehensively built a dual prevention and control framework that combines "hidden danger points and risk zones," solidly reinforcing the city's geological disaster defense line. As of now, no geological disaster with casualties has occurred in the city.
Proactive planning and deployment have been strengthened to fulfill disaster prevention responsibilities. Prior to the flood season, in collaboration with emergency management and meteorological departments, and based on the distribution of geological hazards, the "2026 Geological Disaster Trend Assessment Report" and the "2026 Geological Disaster Prevention and Control Plan" were compiled, laying a solid foundation for disaster prevention work. The "monthly scheduling and weekly summary" working mechanism has been actively implemented, with routine support dispatched to towns and villages for on-site assistance, thereby tightening supervision responsibilities and mitigating various risks and hazards at the source.
A full-coverage rolling survey has been conducted to identify the full extent of hidden risks. Professional technical teams were organized to complete three rounds of comprehensive hidden danger inspections in February, April, and May, covering the freeze-thaw period, pre-flood season, and mid-flood season. The peacetime-wartime integrated technical support teams were stationed at the county level during the flood season, effectively strengthening grassroots technical capabilities. Strict adherence to the "pre-rain inspection, during-rain patrol, and post-rain review" approach was maintained during the flood season, with timely updates to critical information such as hidden danger point data, inspection methods, and evacuation routes. In the first half of the year, over 3,000 inspections and patrols were conducted, with 1 hidden danger point cancelled and 3 new ones added, bringing the total to 139; meanwhile, 3 risk zones were cancelled and 50 new ones were added, bringing the total to 219.
Precise linkage of early warning systems has enabled timely responses and evacuations. In coordination with meteorological departments, the "long-term research and short-term warning" model has been implemented, producing 16 monthly and rainfall-specific trend forecast reports. A total of 93 geological disaster meteorological risk warnings were issued at the city and county levels, assisting in the evacuation of 519 people from 212 households. The province-level "123" early warning responses were triggered 42 times, all without delay. Monitoring equipment issued 93 warning messages, with a 100% handling rate.
Extensive publicity and drills have deepened the foundation for mass prevention. In conjunction with towns, villages, and professional technical teams, disaster prevention publicity and emergency drills were carried out. Through on-site lectures and door-to-door reminders, residents were educated on disaster avoidance methods. A total of 709 publicity and drill events were completed, with over 10,000 people participating and more than 37,000 publicity materials distributed, achieving 100% coverage of hidden danger points and risk zones. Furthermore, systematic training for grassroots monitors has been actively pursued. The drills fully simulated key processes including hazard detection, warning issuance, personnel evacuation, and emergency response, continuously enhancing grassroots emergency response and coordinated handling capabilities.
As the city is currently in the main flood season, the entire system will remain vigilant in maintaining the disaster prevention safety line, meticulously implementing all prevention and control measures, and making every effort to safeguard the lives and property of the public.
