China Railway Consortium Secures 850 Million Yuan Deal for Tianjin Airport Hub

Tianjin Binhai International Airport has announced the bid evaluation results for another major project. The China Railway consortium has taken the top spot for Section 1 of the airport's supporting comprehensive transportation hub project and the delegated construction management scope, with a bid price of approximately 859 million yuan.

This project is not simply the construction of a standard transportation hub. It involves the interconnected construction of the airport terminal, railway lines, and urban rail transit systems, with underground space works accounting for a significant portion. The Tianjin Binhai International Airport comprehensive transportation hub project primarily includes an underground interchange hall in front of the T3 terminal, a transfer passage connecting the T2 and T3 terminals, as well as equipment management rooms and a hub control center.

In addition, the project requires the implementation of the reserved civil structure works for the Metro Line M2 extension, the reserved underground structural works for the Shuanghu Link Line, and the construction of supporting facilities such as ventilation shafts and entrances. The existing traffic center in front of the T2 terminal will also need to be connected and renovated as part of the scope.

Even greater construction complexity arises from the delegated construction management scope, which involves the co-construction of the T3 terminal, the Beijing-Tianjin Intercity Railway airport station, and the Z2 line airport station. This includes underground civil works at the interchange nodes between the railway station and the comprehensive transportation hub, sections where the airport's Phase III expansion terminal area shares structures with the hub, and the civil, electromechanical, and decoration works for the Binhai Airport Station on the Z2 metro line.

Since these multiple projects are concentrated within the same underground space, the requirements for construction organization and coordination between different segments are exceptionally high. The tendering process covered only one section, officially named Section 1 of the Tianjin Binhai International Airport supporting comprehensive transportation hub project and delegated construction management scope works.

The scope of the bid primarily covers preliminary works, structural engineering, architectural works, enclosure works, and related renovation projects. Preliminary works involve roads, landscaping, pipelines, and municipal utility connections, while the renovation portion includes demolition and adjustment of existing structures, as well as the removal and modification of certain existing equipment and facilities in the airport's expansion supporting transportation center.

The tendered scale is approximately 33,026 square meters, featuring three underground levels with a maximum foundation pit depth of 31 meters. The investment amount for this section is 1.1874 billion yuan, or approximately 1.19 billion yuan. The project schedule runs from July 28, 2026, to December 30, 2029, spanning a construction period of over three years.

The winning candidates have now been announced. The first-ranked bidder is China Railway Investment Group Co., Ltd., with consortium members including China Railway Fifth Group Co., Ltd. and China Railway Sixth Group Co., Ltd., submitting a bid price of 858,975,686 yuan. The second-ranked bidder is China Railway Tunnel Group Co., Ltd., with a bid of 877,672,768 yuan. The third-ranked bidder is China Railway Eighth Group Co., Ltd., with a bid of 864,963,604 yuan.

All three bids exceed 800 million yuan. The consortium ranked first is comprised entirely of China Railway system entities, with China Railway Investment Group leading the effort and China Railway Fifth Group and China Railway Sixth Group participating jointly. Given that the project sits at the intersection of the airport terminal, railway station, and rail transit facilities, the construction scope includes not only standard underground structures but also renovation work on existing projects and multiple co-construction nodes.
