Beijing has released the "Action Plan for Accelerating the Development of the Token Economy in Beijing (2026–2028)", outlining a strategic push to leverage tokens as a key driver of new economic growth. The plan addresses multiple fronts, including token production, pricing and circulation, application scenarios, international cooperation, industry knowledge systems, as well as financial and talent support mechanisms.
On the production side, the action plan calls for the construction of high-standard token factories, establishing a tiered evaluation framework for such facilities in Beijing. This framework covers core technical metrics including model adaptation capacity, token throughput speed, first-token latency, cache hit rate, and power usage effectiveness (PUE). Additionally, the plan promotes model-chip adaptation and optimization, supporting research and development in inference-specific chips, model lightweighting, and edge deployment technologies to comprehensively boost token production capabilities.
Regarding token pricing and circulation, the initiative introduces a token quality evaluation system. It encourages software and information service enterprises to collaborate with third-party assessment bodies in exploring the creation of token testing platforms. The objective is to establish objective and impartial standards for evaluating token performance and quality, providing a reference basis for token pricing and intelligent model routing.
In the distribution segment, the plan focuses on developing token distribution platforms, enhancing cross-model, cross-modal, and cross-regional platform integration capabilities. It aims to provide developers with unified interfaces, model aggregation, token metering, and settlement services. Furthermore, it explicitly proposes integrating token distribution platforms into the new infrastructure layout, creating an efficient service gateway for the intelligent economy.
On the application front, Beijing will cultivate general-purpose and vertical-domain intelligent agents, driving their large-scale deployment in sectors such as information consulting, commercial services, and lifestyle services. The plan also prioritizes key fields including industrial manufacturing, scientific research, biomedicine, and education, opening up application scenarios for these intelligent agents.
The action plan additionally proposes exploring data ontology technology paradigms, organically integrating high-quality datasets with critical data knowledge such as scenario information and compliance requirements, to form data products or services usable by large models. Concurrently, it seeks to innovate computing power and token financial tools, supporting financial institutions in developing specialized financial products for computing infrastructure construction and token consumption scenarios, while implementing re-skilling training programs for token engineers.
In terms of globalization, the plan emphasizes deepening international cooperation and expanding global markets. Leveraging token engineering technology advantages, Beijing will build a high-level China-SCO countries artificial intelligence application cooperation center. It aims to provide integrated solutions including open-source model adaptation, intelligent agent deployment, development toolchains, and computing power services to countries participating in the Belt and Road Initiative and emerging global markets, thereby enhancing overseas service capabilities for token technology.
The action plan is effective from the date of publication through December 31, 2028.
