By 2030, the system for inheriting and developing excellent Chinese language culture will be fundamentally established, alongside a mechanism for enhancing the language and cultural literacy of the entire population, with a significant increase in the basic literacy rate. By 2035, there will be a comprehensive improvement in both the level of inheritance and development of excellent Chinese language culture and the language and cultural literacy of the entire population, substantially strengthening its capacity to support the nation's development. Recently, seven departments, including the Ministry of Education, the National Language Commission, the Central Propaganda Department, the Cyberspace Administration of China, the Ministry of Culture and Tourism, the National Cultural Heritage Administration, and the Central Committee of the Communist Youth League, jointly issued the "Opinions on Further Promoting the Inheritance and Development of Excellent Chinese Language Culture and Enhancing the Language and Cultural Literacy of the Entire Population."
The opinions, based on the needs of building an education powerhouse, a technological powerhouse, a cultural powerhouse, and a talent powerhouse, as well as the new cultural mission of the new era and the new situations and requirements of economic and social development, outline seven main tasks for the current and future periods.
The first task is scientific research and interpretation, involving in-depth study and explanation of major theoretical and practical issues related to language and culture. The second is promoting educational dissemination, which includes organizing and implementing major projects and actions, innovating education on excellent Chinese language culture, and effectively enhancing the practical outcomes of language education, cultural cultivation, and moral development. The third is protecting and developing resources, strengthening the governance of national language resources, and enhancing the investigation, organization, scientific protection, standardized storage, development, sharing, and service empowerment of language resources to transform the advantage of language resources into a driver for cultural development. The fourth is strengthening digital empowerment, accelerating the digital construction of language and cultural resources, the digital application of language and cultural achievements, and the intelligent empowerment of language and cultural inheritance, fully unleashing the value of language data elements, and promoting mutual empowerment between language culture and technological innovation. The fifth is building a strong talent team, increasing efforts in language discipline construction and talent incentives, and strengthening the cultivation, storage, and utilization of research-oriented, application-oriented, and interdisciplinary language and cultural talents. The sixth is enhancing promotion and dissemination, accelerating the construction of a language and cultural dissemination system, and increasing the appeal, reach, and influence of excellent Chinese language culture. The seventh is deepening exchanges and mutual learning, strengthening international Chinese language education, promoting high-quality language and cultural products to go global, building brands for excellent Chinese language and cultural exchanges, creating new highlights in language and cultural cooperation, and promoting mutual learning among civilizations.
"One part planning, nine parts implementation." An official from the Department of Language Information Management under the Ministry of Education emphasized in response to media inquiries that the tasks outlined in the opinions will be specifically supported through institutional guarantees, engineering-driven advancement, project-based support, and case-based demonstrations, ensuring that all deployments for the inheritance and development of excellent Chinese language culture are implemented meticulously and effectively, and that the efforts to enhance the language and cultural literacy of the entire population, particularly among youth, yield tangible results and visible outcomes.
Statistics show that the series of projects explicitly outlined in the opinions mainly include: the Project for the Inheritance and Development of Ancient Scripts and Chinese Civilization, the Chinese Classics Recitation Project, the Chinese Ideological and Cultural Terminology Dissemination Project, the Digital Chinese Language Construction Project, and the National Language Capacity Building Project. The relevant action plans explicitly promoted in the opinions mainly include: the Action for Enhancing the Language and Cultural Literacy of the Entire Population, the Multilingual Digital Global Dissemination Plan for Excellent Chinese Cultural Courses, the National Language and Culture Inheritors Plan, and the "Chinese Language Memory" Action. The pilot projects explicitly identified for implementation in the opinions mainly include: "AI+" Language and Cultural Inheritance, National Key Corpus Data Infrastructure Construction, the Language Technology Empowerment Plan for National Key Sectors, Monitoring and Enhancement of Large Language Model Capabilities and Literacy, Multilingual "China Stories" Series Development, as well as increasing the usage share, value leadership, and cultural contribution of the Chinese language in the global digital space.
