Local Business Entities Rank First in Development Quality Nationwide for Third Consecutive Year

As of the end of 2025, the number of business entities in the city reached 2.8697 million, a year-on-year increase of 6.83%. Technology-based enterprises accounted for over 40% of the total, with the development quality of business entities ranking first in the country for three consecutive years.

In 2025, the competitiveness of local business entities continued to strengthen, showing positive trends of simultaneous growth in quantity and quality, structural optimization, and robust momentum. Throughout the year, 380,100 new business entities were established. By the end of 2025, the total number of business entities reached 2.8697 million, representing a year-on-year growth of 6.83%. Technology-based enterprises made up more than 40% of the total. The enterprise survival rate remained above 75% over the past three years, with the development quality of business entities ranking first nationwide for three consecutive years.

Additionally, the city introduced a "cloud service" for credit restoration, enabling 80,000 business entities to undergo "unnoticed" credit repairs. A special campaign was launched to address irregular fee charges affecting enterprises, resulting in refunds totaling 108 million yuan, effectively reducing the burden on businesses.

To enhance the efficiency of integrated regulatory oversight, the city improved the "scan-to-inspect" mechanism, achieving a scan rate of nearly 100%. Off-site inspections accounted for 70.6% of the total, significantly improving regulatory quality and effectiveness. The application of credit risk classification management was expanded across multiple scenarios, enabling more precise supervision. The "no disturbance unless necessary" list covered 550,000 enterprises, and a "one comprehensive inspection" pilot was implemented, substantially reducing the burden on businesses.

The city completed the safety assessment of 26,000 old elevators ahead of schedule as part of an important municipal government livelihood project.

In 2025, the city continuously improved its "1+5+N" work system. The "1" refers to the construction of a data platform for market regulation; the "5" involves upgrading key information systems for five business areas: market access, in-process supervision, online transaction regulation, law enforcement, and service protection; and the "N" represents the creation of multiple digital achievements. Among these, digital support for daily supervision reached 95%, with total data volume exceeding 6.1 billion entries and an average daily sharing volume of over 5.8 million entries. AI applications were expanded, with the "Market Supervision Assistant" providing 24/7 intelligent consultation and advancing "internet + AI supervision" for food safety.

To strengthen food safety governance for online food delivery, the city took the lead nationally by opening full access to catering license data interfaces for delivery platforms, facilitating real-time qualification reviews.

In the area of smart supervision for special equipment, the city achieved nearly full coverage of "one code per device." The safety assessment of 26,000 old elevators was completed ahead of schedule as a key municipal government livelihood project.

In 2025, the city focused on the accommodation and catering industries, establishing a negative list of eight types of behaviors. Initial results were seen in comprehensively addressing "internal competition" among platforms. The city pioneered the establishment of "enterprise compliance development service stations" for platform companies, a compliance evaluation mechanism, and comprehensive profiles for platform entities. Enhanced monitoring and regulation of live-streaming e-commerce covered over 8,000 key live-streaming rooms in the city. The city took the lead nationally by issuing ten measures to regulate unreasonable business practices in online sales and live-streaming, and released the country’s first model contract for live-streaming sales. Party committees in the online delivery industry achieved full coverage, with 1,249 diverse and friendly "warm new" service sites established.

This year, the city will focus on investigating monopolistic practices in sectors such as utilities and the platform economy. Efforts will deepen to address issues like counterfeit goods, false advertising, predatory pricing, and illegal advertisements, fostering a market environment that rewards quality and encourages healthy competition.

Simultaneously, legislative work on food safety regulations will be accelerated. A risk-based food safety inspection and monitoring mechanism will be improved, with special campaigns targeting key areas such as online food delivery. Pilot projects for "small-scale" governance, including restaurant improvement initiatives, will be promoted, and school meal safety supervision will be strengthened. Measures to foster innovation and standardize the management of special medical foods will also be introduced.

Food delivery safety will be included in the "monthly topic" initiative for proactive governance this year.

The city will research and formulate new measures to promote high-quality development in the innovative pharmaceutical sector. Services from medical innovation stations will be extended, supporting more innovative drugs and medical devices in gaining market approval. Pilot programs for personalized cosmetics services will be expanded, encouraging more cosmetic brands to be selected as "Beijing Gifts." Focusing on emerging fields such as carbon neutrality, artificial intelligence, and low-altitude economy, new growth areas in certification, inspection, and testing will be explored.

Comprehensive measures to address "internal competition" among accommodation and catering platform enterprises will be further deepened this year. Negative lists will be dynamically updated, platform compliance management guidelines will be revised, and key platform enterprises will undergo comprehensive "health checks" to promote win-win development for platforms, their operators, and workers. The construction of a national live-streaming e-commerce monitoring platform will be accelerated, exploring a data-driven, intelligently assessed, and multi-stakeholder governance system for transparent oversight.

In the consumer sector, the city plans to establish 100 consumer protection service sites and 50 consumer education bases this year. Anti-tampering functions for 10,000 electronic weighing scales will be upgraded, and a "Beijing Consumption Code" pilot will be launched to facilitate collaborative governance among consumers, businesses, and regulators. Implementation of filing and fund custody systems across 14 industry sectors will be strengthened, maintaining strict oversight over "professional store closers." Third-party platform models for "assured consumption" with advance compensation will be promoted. Under the "immediate response to complaints" framework, food delivery safety will be addressed as a "monthly topic," driving proactive governance and preemptive problem-solving. Additionally, safety assessments for 6,000 residential old elevators will be completed this year.
