Recently, the Zhanjiang Municipal Government Service and Data Administration organized a specialized training session on the digital-intelligent co-construction of government-invested projects. This event signifies the official launch and comprehensive rollout of the digital-intelligent construction co-construction mechanism for government-invested projects, accelerating the deep integration of next-generation information technologies like artificial intelligence with urban infrastructure development. This initiative is intended to speed up the city's digital transformation and upgrade efforts.
This training aimed to educate participants on a series of recently issued policy documents concerning the strengthening of digital-intelligent construction in government-invested projects to promote the high-quality development of artificial intelligence. It systematically communicated the policy background, implementation requirements, and review standards to all project development units. Nearly one hundred participants, including relevant project leaders and technical specialists from municipal and county-level government departments, enterprises, and institutions, attended this training session.
It is understood that to thoroughly implement the municipal party committee and government's directives on promoting the high-quality development of the AI industry and accelerating the creation of an AI-permeated city, the Zhanjiang Municipal Government Service and Data Administration, jointly with the development, reform, and finance departments, issued a notification in November 2025 titled "Notification on Strengthening Digital-Intelligent Construction in Government-Invested Projects to Promote High-Quality Development of Artificial Intelligence." This document explores the establishment of a digital-intelligent co-construction mechanism for government-invested infrastructure projects, encouraging and supporting the integration and application of AI and other next-generation IT in government-funded initiatives. It proposes that, in principle, digital-intelligent upgrades for urban infrastructure should account for no less than 5% of the total project investment.
For government-invested projects included in the digital-intelligent project library, project units are required to include a "Project Digital-Intelligence and AI Application Plan" when preparing project proposals and feasibility study reports. These documents must be submitted for review to the government service and data department and the development and reform department according to established procedures.
The training session communicated the policies outlined in the Notification, with a key focus on interpreting the policy requirements for embedding digital-intelligent plans in government-invested projects and the guiding principle of the no-less-than-5% investment ratio. It also provided a detailed introduction to the list of materials, formatting standards, and online submission process for digital-intelligent plan applications. Furthermore, the training offered an in-depth analysis of core review points during the preliminary evaluation stage, covering aspects such as project construction goals, application scenario design, technical route rationality, expected benefit assessment, and funding calculations. This provided clear guidance for各单位 to prepare high-quality, standardized application proposals and deepened their understanding of the digital-intelligent co-construction policy.
To accelerate the building of an AI-permeated city, in addition to jointly issuing the aforementioned targeted funding policy, the Zhanjiang Municipal Government Service and Data Administration has also been guided by the "Four-Dimensional Permeation" concept encompassing AI thinking, planning, talent, and technology. It has compiled and issued the "Zhanjiang Action Plan for Accelerating the Construction of an AI-Permeated City (2025-2027)," establishing a "four-wheel drive" mechanism involving a municipal task force, a data group, an artificial intelligence and robotics association, and an expert committee. Focusing on the three foundational elements of computing power, algorithms, and data, the city is expediting the approval of new quality productive force infrastructure projects for the AI-permeated city and advancing the construction of core facilities like the computing power base and intelligent agent platforms, gradually solidifying the foundational framework of the AI-permeated city.
Simultaneously, leveraging AI permeation in the government sector to drive permeation in the industrial sector, Zhanjiang is prioritizing and coordinating the implementation of AI applications across six key fields: manufacturing, marine economy, agriculture and rural areas, education, health, and transportation. Initiatives include establishing a Digital Shenzhen-Digital Zhanjiang Joint Innovation Center, building a large language model inference service platform based on DeepSeek-R1-671B, deploying an AI testing zone on the government cloud, and releasing over 20 specific application cases, eight of which in the "AI + healthcare" field have been selected for provincial-level recognition.
Guided by practical application scenarios, the city is methodically cultivating an industrial ecosystem. It has attracted the domestic "first stock in edge AI," IntelliFusion, to establish a subsidiary in Zhanjiang, marking the city's first enterprise in the AI industry sector. Plans are underway to select a site and plan for the construction of an AI cluster zone, initially forming a permeation trend characterized by "pilot breakthroughs,标杆引领, and gradual expansion" to empower the development of Digital Zhanjiang.
Zhanjiang has been consecutively listed among China's "Top 100 Digital Cities" for three years and has been included in the "China City Data Factor 100 Strong" for two consecutive years, standing as the only city from the粤东西北 region to achieve this recognition.
