During a press conference held on September 17th for the "15th Five-Year Plan" series, Liu Jianguo, deputy director of the National Radio and Television Administration, outlined the administration's strategy for the coming period.

The administration will continue to deepen the application of artificial intelligence across all stages of broadcasting and television production.

At the same time, it stressed a commitment to balancing development with security, ensuring that technology serves people and creative work. The aim is to guide AI usage in content creation with both encouragement and clear boundaries.

Specific rules were announced, including a requirement that any programme produced or broadcast using AI-generated content must carry a clear label. Human review remains mandatory for key production stages and final content checks. Unauthorised AI modifications, often referred to as "AI魔改", are strictly forbidden.

As AI technology continues to evolve, the authorities plan to refine regulations, adopting a science-based and case-specific approach. The guiding principle is to foster innovation where appropriate while firmly upholding necessary restrictions.
