The Beijing-Tianjin-Hebei Petroleum Distribution Industry Association has issued a joint initiative to member companies regarding the coordinated launch of the 2026 "Happy Spring Shopping" Lunar New Year special event. Member units are called upon to deeply implement the guiding principles of the Fourth Plenary Session of the 20th Central Committee and the Central Economic Work Conference, while carrying out the State Council and Ministry of Commerce's arrangements for stimulating consumption during the Spring Festival period. Under the framework of coordinated regional development, the initiative responds to the China Petroleum Circulation Association's notice advocating industry-wide participation in the 2026 campaign.
The initiative outlines five key action points: First, enhance political awareness and strengthen coordinated operations. Member enterprises across the three jurisdictions should unify thinking and build consensus, treating this event as a significant measure to serve public welfare and activate regional consumption. Active staff participation should be organized to ensure synchronized implementation across the region, jointly creating a "joyful, harmonious, and consumer-friendly" holiday atmosphere.
Second, focus on public service by establishing "New Year Supply Stations". Centered around six themes - quality dining, accommodation, transportation, tourism, shopping, and entertainment - the initiative proposes tailored measures reflecting resident consumption patterns during the holiday period. Service quality improvements include adding convenience services at gas stations such as emergency medicines, hot water supplies, and basic vehicle repair tools, transforming stations into "warm supply points" for drivers. Consumer benefit measures involve launching fuel discounts, convenience store promotions for holiday goods, and car wash services aligned with local consumption scenarios. Regional coordination will be enhanced through cross-jurisdiction promotions valid throughout Beijing-Tianjin-Hebei, improving consumer convenience and satisfaction during regional travel.
Third, strengthen promotional efforts to build industry reputation. Enterprises should utilize gas station LED displays, social media accounts, and short video platforms for integrated online-offline campaign promotion. Exemplary practices, model stations, and heartwarming stories from the event should be reported to the association for centralized promotion across regional industry platforms, establishing a positive public service image.
Fourth, maintain safety standards to ensure orderly operations. During the peak fuel consumption period of Spring Festival, enterprises must strictly implement production safety responsibilities, enhance station management, equipment inspections, and emergency readiness to guarantee fuel supply security and safe consumption environments, enabling worry-free refueling and shopping experiences.
Fifth, establish reporting mechanisms and coordination channels. Participants should promptly submit activity progress, highlight cases, and participating station numbers to respective associations. Through collaborative efforts, the "Happy Spring Shopping" campaign will create a new benchmark for petroleum distribution industry services in the region, contributing to consumption upgrading and public welfare enhancement.
The initiative is jointly issued by the petroleum circulation associations of Beijing, Tianjin, and Hebei provinces, dated February 5, 2026, with unified identification materials attached.
