The center features distinct functional zones, including assisted bathing rooms, barber shops, rehabilitation therapy rooms, and recreational activity areas, catering to the diverse needs of the elderly for daily living support, rehabilitation, and leisure. To address the dietary needs of seniors, the center operates a dedicated "Happy Elderly Canteen" that serves low-salt, low-fat, nutritionally balanced meals at affordable prices in a clean and tidy setting. The transformation of Bayi Community serves as a microcosm of Luzhou District's broader efforts to improve elderly care services. To date, the district has completed 47 community home-based elderly care service stations, covering over 69% of urban communities. Anchored on the public expectation of "ensuring children are well reared," the district has promoted the construction of affordable childcare facilities, launching key projects such as the District Public Comprehensive Childcare Center and the Science and Education Center Kindergarten. These initiatives build an integrated service system that combines preschool education with inclusive childcare, safeguarding the healthy growth of infants and young children in the area.

Inside the Luzhou District Public Comprehensive Childcare Center, soft-colored walls, eco-friendly facilities, and playful design elements create a child-friendly atmosphere. The center is organized according to the developmental stages of infants and toddlers, offering classes for nurslings, younger toddlers, and older toddlers, all staffed by professional caregivers. It provides integrated care services, including daily living support, early childhood stimulation, balanced nutrition, and health management, ensuring that children are happy and parents are reassured. Today, the inclusive childcare framework in Luzhou District is taking shape, with the total number of childcare slots reaching 4,580, equating to 5.05 slots per thousand residents.
