The 33rd session of the 15th County People's Congress Standing Committee was held from September 10th to 11th, chaired by Li Tielong, Director of the County People's Congress Standing Committee.
During the session, the committee heard reports from the county government on the implementation of the national economic and social development plan for the first half of 2026 (draft), the execution of the local fiscal budget for the first half of 2026 (draft), the final accounts of the local fiscal budget for 2025 (draft), the progress of preventing and defusing local debt risks for the first half of 2026 (draft), and the first special adjustment plan for the 2026 local fiscal budget (draft).
Additional reports were also presented, including the audit work report on the implementation of the local fiscal budget and other fiscal revenues and expenditures for 2025 (draft), along with a report on the optimization of the distribution of teacher resources and the professional development of the teaching workforce. Reports were also heard on the county government's implementation of the Yunnan Province Rare Tree Species Protection Regulations, the price supervision and inspection work conducted by the county market supervision bureau, and the progress of the green transformation of the county's industry and industrial structure.

The session also considered a report from the county procuratorate on cases where arrests and prosecutions were not pursued between 2024 and the first half of 2026, as well as a research report from the county people's congress research group addressing the issue of high correction rates in administrative reconsideration and high rates of loss in administrative litigation.
Following deliberations, the session voted to approve several review opinions and resolutions. These included the county people's congress standing committee's review opinions on the implementation of the national economic and social development plan for the first half of 2026 (draft), the review opinions regarding the report on the execution of the local fiscal budget for the first half of 2026 (draft), and the resolution approving the final accounts of the local fiscal budget for 2025 (draft).
Further approvals were granted for the review opinions concerning the report on preventing and defusing local debt risks in the first half of 2026 (draft), the audit report on the implementation of the local fiscal budget and other fiscal revenues and expenditures for 2025 (draft), and the first special adjustment plan for the 2026 local fiscal budget (draft). The committee also approved the review opinions on the law enforcement inspection report regarding the county government's implementation of the Yunnan Province Rare Tree Species Protection Regulations.

It was emphasized that efforts should focus on recognizing the current situation, taking initiative, strengthening coordination, and working to improve the quality and efficiency of the county's economic and fiscal operations. Attention was also directed towards addressing the issues of high correction rates in administrative law enforcement and the non-pursuit of arrests in criminal cases, with a view to elevating the overall level of legal system development in the county.
Preparatory work for the upcoming election cycle was also highlighted, including the importance of strict review of plans and careful implementation of voter registration procedures.
At the conclusion of the session, relevant personnel appointments and removals were conducted. Li Tielong presented certificates of appointment to the newly appointed officials, who each delivered their commitment speeches.
