China Mobile's Cheng Jianjun: Unleashing New Quality Productivity of Spectrum to Build Digital and Intelligent Future for All Industries

On September 23, the 2025 China Radio Conference was held in Wuhan, Hubei Province. Cheng Jianjun, Vice General Manager of China Mobile, attended the opening ceremony and delivered a keynote speech titled "Unleashing New Quality Productivity of Spectrum to Build Digital and Intelligent Future for All Industries," sharing China Mobile's thoughts and practices on fully utilizing spectrum resources to empower thousands of industries.

Cheng Jianjun stated that the Ministry of Industry and Information Technology's formulation of scientific and forward-looking 5G spectrum strategies, including prioritizing the allocation of high-quality mid-frequency resources, precisely releasing golden low-frequency resources, and innovating co-construction and sharing mechanisms for efficient spectrum use, is key to China's comprehensive leadership in global 5G industry development. In this process, China Mobile has courageously undertaken the mission of innovative development, continuously conducted innovative practices in spectrum applications, and scientifically coordinated the construction of a premium network aimed at "space-air-ground" integrated coverage and "human-machine-object" ubiquitous connectivity, injecting intelligence and empowerment for the high-quality development of thousands of industries.

China Mobile's innovative practices in spectrum applications are reflected in three aspects:

First, efficient frequency use. By combining the characteristics of 700MHz, 2.6GHz, and 4.9GHz frequency bands with business needs, China Mobile achieves high-quality satisfaction of 2C/2B demands through mixed-frequency networking and tiered protection. It actively constructs "AI for RAN" intelligent wireless networks, relying on intelligent perception and decision-making capabilities to optimize scheduling strategies in real-time and achieve multiplied efficiency in "bits × watts" utilization. During the 80th anniversary commemoration of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, mixed-frequency networking achieved extreme reuse across all frequency bands, providing solid support for high-definition video and image transmission for large-scale 5G high-density users in outdoor open areas.

Second, coordinated frequency use. Through coordinated space-ground frequency use and multi-dimensional resource coordination scheduling of "time-frequency-space-power-orbit," China Mobile systematically addresses the impact of network coverage transitioning from "two-dimensional" planes to "three-dimensional" stereoscopic coverage on multiple systems and services, enabling rapid development of emerging business forms such as low-altitude economy, aviation internet, and satellite internet. For the low-altitude economy, based on main frequency bands, China Mobile has innovated three major networking methods: "fish scale," "dual-wing," and "lotus" beams, integrating technologies such as flexible resource scheduling and networking interference suppression to achieve stereoscopic multi-layer coverage for low-altitude applications and communication-sensing integration, successfully creating benchmark applications in urban logistics transportation and airport security. For smart civil aviation, relying on 4.9GHz experimental frequencies, China Mobile has innovated technologies such as dynamic staggered frequency scheduling, rapid power control, and intelligent beam switching to optimize complex multi-dimensional interference between air and ground. Based on domestically produced large aircraft, it has built a 5G-ATG experimental route covering "Chengdu-Dunhuang-Turpan." For space-ground integration, China Mobile explores feasible paths for inter-system frequency sharing, innovating intelligent dynamic collaborative networking architecture, unified resource orchestration at beam position granularity, and dynamic interference suppression and avoidance technologies, systematically tackling challenges such as "severe co-frequency interference, dynamic and variable topology, and multi-dimensional heterogeneous resources." Through developing China Mobile's low-orbit mobile phone direct connection experimental satellite, it has created an open and shared space-ground integrated on-orbit experimental platform, promoting deep integration of satellite-ground technology industries.

Third, integrated frequency use. To maximize the value of spectrum resources, China Mobile innovatively promotes the integration of cellular communication with passive IoT, BeiDou and other technologies, expanding IoT, high-precision positioning, and navigation applications based on mobile communications to achieve multi-purpose spectrum use. In the "5G + passive" integrated application field, China Mobile leads the development of cellular-based new passive IoT, innovating key technologies such as harmonic suppression frequency division multiple access and multi-domain hybrid interference elimination, effectively addressing co-frequency interference and coverage bottlenecks in complex environments. It has independently developed passive IoT devices such as "Zhongyi Bailing," widely applied in logistics, warehousing, and inventory scenarios in petrochemical, power grid, and new energy industries. In the "5G + BeiDou" integrated application field, leveraging the large-scale deployment advantages of 5G base stations to broadcast BeiDou differential information, China Mobile achieves dynamic centimeter-level and static millimeter-level high-precision positioning capabilities, widely serving connected vehicles, mining, ports, and other fields.

Looking ahead, Cheng Jianjun stated that to seize opportunities in 6G development, forward-looking spectrum layout is essential, and proposed three suggestions: First, innovate spectrum efficient utilization technologies to release frequency value. Focus on breakthrough 6G key technologies such as air interface AI and ultra-massive antennas to further improve spectrum utilization efficiency. Second, comprehensively coordinate frequency planning to expand multi-dimensional capabilities. Reasonably plan three-dimensional space frequency strategies, resolve multi-domain coordination challenges, and accelerate the construction of entirely new capabilities such as space-ground integration and communication-sensing integration. Third, conduct spectrum work with a global perspective to contribute Chinese solutions. Uphold win-win cooperation, deeply engage in bilateral and multilateral cooperation, contribute Chinese wisdom and successful experiences from China's development, and promote efficient utilization of radio spectrum.
