根据5月公布的协议，阿联酋承诺在美国投资以换取每年至多数十万枚英伟达芯片。但知情人士称，经过数月谈判投资仍未落地，令一些不明延误原因的政府官员感到困惑。该协议的前景主要取决于最初力推此事美国商务部长卢特尼克的决策，商务部批准对协议落实至关重要。
知情人士称，黄仁勋及多位英伟达高管已向其他政府官员私下抱怨卢特尼克的策略及进度迟缓。萨克斯等政府人士同样感到不满。一位政府高官辩称卢特尼克并未阻碍协议，但其他官员指责其拖慢进程。
