Nanjing's Software and Information Services Sector Surpasses Trillion Yuan Revenue Milestone

The Nanjing Municipal Bureau of Industry and Information Technology announced on the 2nd that, according to a software industry operations report from China's Ministry of Industry and Information Technology, Nanjing's software business revenue for 2025 reached approximately 1.02 trillion yuan, representing a year-on-year increase of 16.7%. This achievement marks the successful breakthrough of the city's first trillion-yuan industrial cluster. This milestone signifies the culmination of two decades of sustained effort since Nanjing first explicitly set the strategic goal of "building a renowned Chinese software city" in 2005, highlighting a leap in the city's industrial capacity and a profound optimization of its economic structure.

Tracing its development, Nanjing's software industry began in the early 21st century as a nascent sector. In 2000, the city had just over 200 software companies of various sizes, with annual sales revenue of 1.8 billion yuan. In 2005, Nanjing anchored its development goal of becoming a "renowned Chinese software city," embarking on a path of industrial transformation described as "replacing the cage to change the bird." That same year, the city launched the China (Nanjing) International Software Product and Information Service Expo, which became a significant catalyst for accelerated industry growth. From first exceeding 100 billion yuan in revenue in 2010 and being officially recognized by the Ministry of Industry and Information Technology as the nation's first "renowned Chinese software city," to the software and information service industry being selected as a national-level advanced manufacturing cluster in 2021, and now joining the ranks of trillion-yuan industries, Nanjing's software sector has achieved a transformative growth from "following the lead" to "taking the lead."

The breakthrough to the trillion-yuan mark is underpinned by a series of institutional innovations and precise policy measures from Nanjing. In 2024, the city's software and information service industry revenue reached 874 billion yuan. Nanjing prioritized the "Nine Major Initiatives," established a Municipal Artificial Intelligence (Software) Industry攻坚 Promotion Office, and built a comprehensive collaborative system involving the攻坚 office, government departments, state-owned enterprises, districts, and industrial parks, creating a concerted攻坚 force for systematic implementation. "Since its establishment, the攻坚 Office has accelerated the clustering of high-end artificial intelligence industry resources, sped up the formation of the 'Look to Nanjing for Industrial Software' brand, and coordinated the landing of several major industrial projects, forging a core engine for industrial upgrading," stated a relevant official from the Municipal AI (Software)攻坚 Office.

Notably, Nanjing also introduced the "Nanjing Hongmeng Ecosystem Development Action Plan," aiming to become a national "Hongmeng Pioneer City." Currently, the city has 15 certified OpenHarmony distribution operating systems and 122 certified software and hardware products, ranking second among all Chinese cities in both categories. In 2025, Nanjing established Jiangsu Province's first artificial intelligence ecosystem street ("AI · Horizon"), creating China's first online-offline integrated intelligent agent distribution center, which hosts 138 intelligent agent products and accelerates the cultivation of large models. Statistics show that in 2025, Nanjing recorded 326 artificial intelligence (software) investment promotion projects, including 90 projects with investment exceeding 100 million yuan and 21 high-impact projects.

In January of this year, Nanjing released the "Implementation Plan for Deepening the 'AI+' Initiative to Create an Upgraded Version of the National AI Innovation and Application Pilot Zone" and the "Nanjing Action Plan for Building a '6G City' (2026-2027)" to systematically advance the development of the artificial intelligence industry and empower countless sectors. This historic breakthrough of its first trillion-yuan industry is not only a phased achievement of Nanjing's industrial strengthening strategy but also a vivid demonstration of the city's collective effort to promote high-quality development.
