To thoroughly implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, promote the high-quality development of the bio-manufacturing industry, shape new competitive advantages, and seize the high ground for future development, the General Office of the Heilongjiang Provincial Government recently issued the "Several Policy Measures of Heilongjiang Province to Support the High-Quality Development of the Bio-Manufacturing Industry" (hereinafter referred to as the "Measures"). The "Measures" put forward 17 specific actions across four key areas: enhancing scientific and technological innovation capabilities, expanding and upgrading the industry, supporting key sectors, and strengthening resource allocation.

In terms of boosting scientific and technological innovation, the policy proposes supporting the construction of industrial innovation platforms, backing core technology research and development, enhancing corporate innovation capabilities, facilitating pilot-scale production platforms, and encouraging technology trading activities.

To drive industrial expansion and quality improvement, the measures include support for bio-manufacturing project construction, corporate equipment upgrades, intelligent and digital transformation of enterprises, and promoting integrated development within the bio-manufacturing sector.

Regarding support for key development areas, the policy emphasizes strengthening the bio-pharmaceutical sector, fostering new food industries, and vigorously developing bio-chemicals.

In the area of resource allocation, the policy focuses on improving industrial park capacity, ensuring key factor supplies, strengthening financial services, enhancing intellectual property protection, and building a skilled talent pool.

These policy measures take effect immediately upon issuance and will remain valid until December 31, 2028. Should national or provincial policies change during implementation, the latest regulations will apply. Projects eligible under these measures that also qualify for other provincial support policies will receive benefits based on the most favorable terms, without duplication, unless otherwise specified.
