In 2025, the Xianyang Municipal Market Supervision Administration in Shaanxi Province vigorously implemented the strategy of building a strong city through quality. Focusing on the fields of products, engineering, and services, it carried out solid quality improvement actions, achieving new results in the construction of a quality-strong city.
The Xianyang Municipal Market Supervision Administration adopted a "unified strategy" mindset, formulated annual key points for quality development work, defined work objectives, and detailed work responsibilities. It established a new pattern for quality work characterized by Party committee leadership, government guidance, departmental collaboration, primary enterprise responsibility, and societal participation. By implementing systems such as joint meetings and chief quality officers, it executed a combination of measures for quality enhancement, propelling the construction of a quality-strong city to a new level.
The administration guided 110 institutions to join the "Qin Zhi Xiang" platform, achieving one-stop online handling of quality services. It cumulatively appointed over 330 chief quality officers, strengthening intellectual support. Product quality supervision was intensified, with the pass rate for sampled industrial products maintained above 95%, agricultural products above 96%, pharmaceuticals above 98%, and food above 96%. Supervision of certification and accreditation was strengthened, with the city obtaining 1,568 quality management system certification certificates, 38 service certification certificates, and 86 organic agricultural product certification certificates; 137 institutions obtained CMA qualification certification. Engineering quality supervision was enhanced. Service quality supervision was optimized, with the Qianling Scenic Area designated as a national 5A-level tourist attraction, achieving a 100% rate for handling tourist complaints. The city established 12 thousand-mu traditional Chinese medicine planting bases and 9 provincial-level demonstration bases for TCM planting, alongside 135 pharmaceutical manufacturers and 1,665 pharmaceutical distribution enterprises.
The Shaanxi Provincial Fu Tea Quality Inspection and Testing Center was established, and local standards such as the "Xianyang Fu Tea Standard System Construction Guide" were released, achieving full standardization coverage from "tea garden to teacup." Xianyang Fu Tea ranked among the "Top 50 Regional Public Brand Values for Chinese Tea," with a regional public brand value reaching 6.662 billion yuan. Fuyuan Alley and Yuanjia Village were recognized by the Shaanxi Provincial Department of Commerce as the first batch of "Famous Shaanxi Commercial and Tourism Streets." Qianxian persimmons, Liquan apples, and Chunhua Ruixue apples were selected for the third batch of national famous, special, and new agricultural products in 2025. Sixty-seven villages, including Pangdong Village in Shuangzhao Subdistrict, Qindu District, were selected for the second batch of Shaanxi Province's "Ten Million Project" demonstration villages. In 2025, Xianyang City possessed 4,291 patents for invention, with 10.415 invention patents per 10,000 people. It cultivated 7 national geographical indication protected products, including "Xunyi Apple" and "Chunhua Buckwheat," 4 national intellectual property demonstration enterprises, and 9 national intellectual property advantage enterprises.
