Hunan Province has advanced its strategy for the AI and robotics sector. The provincial government has released a new policy document focused on accelerating the development of the intelligent robotics industry.

The plan prioritizes a data and computing power support project. The directive aims to create a collaborative ecosystem of "data, computing power, and algorithms," designed to foster a cost-effective and high-efficiency environment for research and development. A key component is the development of a trusted industry data space to aggregate de-identified operational data, machine vision data, and multi-sensor resources, with specialized annotation efforts to support high-quality datasets for embodied intelligence research.

The initiative calls for the expansion and upgrade of intelligent computing resources. This includes the establishment of a dedicated computing capacity pool for the robotics sector, the deployment of edge computing nodes in key industrial parks, and the use of the province's unified computing resource scheduling platform. The goal is to enable flexible, cross-regional allocation of computing power, creating a multi-tiered supply system of "public computing, industry computing, and enterprise computing."
The plan also supports the development of a public service platform for digital twin and simulation testing of robots. This platform will offer services such as motion simulation, task planning, and safety verification within virtual environments. It will also lay the groundwork for common foundational elements like open-source operating systems and simulation testing toolchains, aiming to build an open and shared research and development testing ecosystem. The effort will be integrated with Hunan's advanced manufacturing "AI + Service" application platform, which will consolidate functions for supply-demand matching, resource allocation, and financing credit enhancement to provide one-stop industrial services.
