此次获批意味着该机构将直接受到OCC的联邦监管，OCC是全国性银行及全国性信托银行的主要监管机构。根据官方新闻稿，Circle National Trust开业后将为Circle及其附属公司提供受信数字资产托管服务。
OCC批准的业务计划显示，该银行未来可能向有限数量的机构客户提供数字资产托管服务，重点面向银行及其他金融机构，例如受监管的衍生品组织。此次特许牌照旨在为未来业务拓展奠定基础，包括对USDC储备的管理。
