Beijing has announced a new round of adjustments to its housing and real estate policies, aiming to better meet residents’ housing needs and support the stable development of the property market.

Shares of real estate brokerage firms jumped in premarket trading on Wednesday.

Under the new measures, home-purchase requirements for non-local residents have been relaxed. Eligible non-Beijing families are now required to show continuous social insurance or personal income tax payments for two years when purchasing homes within the Fifth Ring Road, and one year for purchases outside the Fifth Ring Road.

The city has also expanded purchase eligibility for families with two or more children, allowing them to buy one additional commercial housing unit within the Fifth Ring Road, beyond existing purchase limits. The move is intended to better accommodate the housing needs of larger households.

In terms of financing, commercial mortgage pricing will no longer distinguish between first-home and second-home loans. Instead, interest rates will be determined based on market conditions, banks’ pricing strategies, and borrowers’ credit profiles, further promoting market-oriented lending.

For buyers using housing provident fund loans, the minimum down payment ratio for second-home purchases has been set at 25%, balancing demand support with financial risk control.

The city will also streamline approval procedures for real estate development projects. Residential, office, and hotel projects obtained through land transfers will shift from approval-based management to a filing system at the district level, improving efficiency and reducing administrative burdens.

The new policy adjustments take effect immediately and supersede previous related regulations.
