美国证券交易委员会决定废除一项旨在抑制高风险交易的数十年旧规，此举可能鼓励小额投资者在美国股市中变得更加活跃。
在昨日发布的监管公告中，SEC宣布取消"日内交易者"规则，这一期待已久的决定将使Robinhood Markets等零售券商成为潜在受益者。Robinhood及其竞争对手Webull的股价当日均收涨逾10%，并在今日开盘前延续升势。
根据这项长期存在的规则，被认定为"日内交易者"的投资者需要在其保证金账户（即可用于借入资金进行交易的券商账户）中维持至少2.5万美元的权益资本。日内交易者指任何在五个交易日内执行四次或以上"日内交易"的投资者，而日内交易的定义为在同一交易日内买入并卖出同一支股票。
该规则于2001年实施，源于对互联网时代日内交易者遭受巨额损失的担忧。
华尔街自律组织金融业监管局于去年12月底提议废除该规则，称此举将赋予投资者"更多参与市场的自由"。Finra计划用更灵活的体系替代2.5万美元的最低权益要求，新体系将根据投资者的日内交易活动动态确定所需的最低权益水平。
Finra的提案需要获得SEC批准，目前该机构已予以核准。该通知仍需在《联邦公报》上正式发布方能生效。
