It strictly adhered to sampling rules, concurrently collecting registration certificates, product technical requirements, instruction manuals, and other relevant documentation, all sealed with cross-page stamps. Each smallest single-package unit was individually counted, and expiration dates were verified to ensure a remaining shelf life of no less than six months. Sealing procedures were conducted in a standardized manner, and invoices were dispatched with timely notifications.

Second, the bureau prioritized risk-focused targeting. In line with regional directives, it gave priority scheduling and enhanced safeguards to product categories that had previously failed national quality inspections and to those with higher numbers of serious injury reports within the region, thereby ensuring that high-risk product sampling tasks were completed in full.

Third, the bureau integrated supervision with inspection. At the time of sampling, it simultaneously carried out checks on the sampled entities' quality management system operations, procurement channels, and storage conditions, achieving the goal of "one sampling event, multiple inspection points." Additionally, it carefully compiled prominent issues and recommendations encountered during regional sampling efforts, bringing these to the regional "two products and one device" sampling work promotion meeting for exchange and discussion.
