During the 14th Five-Year Plan period, the provincial justice department focused on addressing public demand for legal services by formulating and implementing a comprehensive plan for the public legal service system. Through resource integration, process optimization, and institutional innovation, the effectiveness of public legal services in benefiting citizens has been significantly enhanced.
Notary services for enterprises and the public have steadily improved. Initiatives such as the "High-Quality Notary Standards" campaign and the "Streamlined and Efficient Notary Services" program were rigorously implemented, resulting in the optimization of 632 notary items. Data sharing between notary offices and departments such as civil affairs and natural resources was promoted. Twenty-seven foreign-related notary institutions established a joint handling mechanism for "foreign-related notarization + consular authentication" with the provincial foreign affairs service center, while four institutions were selected for the national pilot program on overseas remote video notarization. The total number of notary services processed in the province exceeded 920,000, with an annual average of over 63,000 foreign-related notary cases.
Legal aid coverage has been further expanded. The province introduced the "Shaanxi Provincial Legal Aid Regulations" and revised supporting measures such as the "Shaanxi Provincial Legal Aid Fund Management Measures" and "Shaanxi Provincial Legal Aid Subsidy Measures." Activities like the "Legal Aid Promotion and Service Month" were consistently organized to effectively address the legal aid needs of migrant workers, the elderly, minors, and other vulnerable groups.
The quality and efficiency of judicial expertise services have markedly improved. The "Shaanxi Provincial Judicial Expertise Management Regulations" were promulgated, and a "Year of Quality Improvement for Judicial Expertise" campaign was carried out to ensure that appraisal institutions operate with integrity and in compliance with laws and regulations. The province currently has 35 judicial expertise institutions accredited with CMA and 10 with CNAS laboratory recognition. These institutions have handled over 287,000 appraisal cases, with an acceptance rate of appraisal opinions consistently above 98%. The court appearance rate of judicial experts upon court notification remains at 100%.
Arbitration service capabilities have been significantly strengthened. The layout of arbitration institutions across the province has been continuously optimized, and institutional reforms of the Xi'an Arbitration Commission were completed. Professional arbitration services in key sectors have been reinforced, with the establishment of 35 specialized arbitration courts or stations in 12 categories, including international commerce, intellectual property, military industry, and sports commerce.
A total of 6,955 legal service professionals were mobilized to provide paired services in townships and villages. Currently, 4,045 legal advisors are assigned to 16,540 village committees, and 2,910 legal advisors serve 3,664 residential committees, achieving full coverage of legal advisors in all villages and residential communities across the province.
