From Unused Room to Community Hub: Chongming Brings Elderly Care to Residents' Doorsteps

As one of the district's key practical projects this year, construction on 20 "Yinglinghui" doorstep elderly care service stations across the area is now in its final phase, with the Xinyuan Neighborhood Committee station in Xinhe Town already up and running. Leveraging its compact yet refined design and convenient proximity, the facility delivers micro-services such as health monitoring, social engagement, cultural recreation, and policy guidance, making it a hit with local seniors.

At 2 p.m., a visit to the Xinyuan Neighborhood Committee station located in Fufan Jiayuan reveals a lively scene of elderly residents enjoying their leisure time. Volunteers are methodically measuring blood pressure and blood sugar while recording health data. Meanwhile, activities are in full swing—some seniors join volunteers for handicraft sessions, others sit quietly reading newspapers, and a few inquire about elderly care policies or take part in exercise routines. The atmosphere is warm and bustling, earning the station a reputation as a neighborhood "mini elderly care hub."

"Now we have a place to learn and stay active—a proper spot for recreation. Before, we were stuck at home watching TV or scrolling phones, and life felt dull. These days, we can come together for activities, card games, and casual chats, which enriches our daily lives and boosts our well-being," shared one local resident.

The doorstep service stations are developed by pooling community manpower, repurposing village housing, and converting disused warehouses. This particular station began as a vacant, unfinished property in a concentrated senior residential area. Thanks to multi-party collaboration, the idle space has been transformed into a convenient care facility. "During our winter visits, we noticed this spot was bright, warm, and surrounded by permanent residents. That’s when we decided to build a care point here—staying close to the community to better hear what people need," explained Liu Hailei, Deputy Secretary of the Xinyuan Neighborhood Committee Party Branch in Xinhe Town.

Currently, the station has been zoned into functional areas—health services, cultural activities, fitness, and reading—tailored to local seniors' needs. These zones support diversified micro-services including short-term day care, health checks, advisory consultations, and recreational programs, truly enabling elderly residents to "access care within their community without ever leaving the neighborhood."

"We’ve rolled out a range of conveniences like clothing repair, knife sharpening, and regular haircuts. Residents can stop by to read newspapers or books and inquire about care policies—especially home aging-friendly renovations, which many seniors are keen to learn about," Liu added.

The doorstep care stations represent a vital step in closing the last mile of elderly care services. As of last year, the district had established 59 "Yinglinghui" stations in total, with 20 more slated for this year. Going forward, the District Civil Affairs Bureau will continue to deepen doorstep care initiatives, constantly improving service offerings and elevating quality.
