As of September 8, Huaibei City has provided rehabilitation assistance to 5,504 individuals with disabilities, achieving 131.32% of its annual target. Among them, 955 children with disabilities received rehabilitation training placements, reaching 203.62% of the goal.

The rehabilitation program for residents with financial difficulties encompasses four categories of support: rehabilitation training for children with disabilities, medication subsidies for individuals with mental disabilities, assistive device subsidies for certified disabled persons, and assistance for children requiring prosthetics and orthotics. This initiative has benefited more than 5,500 families.

Huaibei has adopted a "three priorities" strategy that emphasizes support for financially challenged families, children in their critical developmental window, and programs with proven effectiveness. Families receive annual subsidies ranging from 13,000 to 15,000 yuan per child, reinforcing early intervention and the precise allocation of resources.

According to the Huaibei Disabled Persons' Federation, implementing the rehabilitation project for residents with disabilities is one of 30 provincial-level livelihood initiatives for 2026. The city's goal was to provide rehabilitation assistance to 4,191 individuals.

Chen Chen, head of the Rehabilitation and Publicity Section at the Huaibei Disabled Persons' Federation, detailed the program's four components: rehabilitation training for children with visual, hearing, speech, physical, or intellectual disabilities as well as those with autism; medication subsidies for individuals with mental disabilities; assistive device subsidies for certified disabled persons; and support for children needing prosthetics, orthotics, or other assistive devices.

The program's reach extends from rehabilitation hope for 955 children to medication subsidies for 3,376 individuals with mental disabilities, and 1,173 assistive devices supporting independent living. Multiple municipal departments, including education, public security, civil affairs, finance, and health, have collaborated to fulfill the commitment to support the vulnerable.

Deputy Director Zong Bangsheng of the Huaibei Disabled Persons' Federation noted that all indicators have significantly exceeded targets. For instance, the original goal was to place 469 children in rehabilitation training, but 955 were actually accommodated, a completion rate of 203.62%. Similarly, the target for providing prosthetics and other assistive devices was 50 children, yet 186 received such support.

Throughout the process, various departments have prioritized early detection, intervention, and rehabilitation during children's critical developmental periods. Yang Binghai, deputy director of the Suixi County Disabled Persons' Federation, explained that families of children with disabilities receive living subsidies to ease financial burdens, with each child eligible for annual rehabilitation support of 13,000 or 15,000 yuan.

The "three priorities"—prioritizing families with subsistence allowances, extreme poverty, or orphan status; prioritizing children in their rehabilitation golden period; and prioritizing programs with clear outcomes—reflect thoughtful policy design, optimize resource allocation, and ensure timely help reaches those who need it most.
