The Chinese Ministry of Industry and Information Technology (MIIT) has convened a high-level meeting with major automotive manufacturers, establishing new regulatory guidelines aimed at curbing irrational market competition and significantly strengthening vehicle safety and production consistency oversight.
During the meeting held recently, authorities mandated that automakers must thoroughly investigate production consistency issues within their own operations and those of their key component suppliers. The focus is on enhancing safety assessments for combined driver-assistance and autonomous driving functions, with a firm stance against non-rational competitive practices.
This move signals an escalation in regulatory scrutiny, extending beyond random product sampling to a comprehensive review of corporate systems. For manufacturers, compliance now requires not just product qualification but also demonstrable system reliability, with oversight reaching into supply chain management and software security.
The discussions outlined three key new requirements for the industry. Firstly, companies must conduct in-depth risk assessments to identify problems related to production consistency, reliability, durability, and new technology validation, both internally and at their suppliers, and implement corrective actions to bolster overall supply chain management.
Secondly, automakers are instructed to strengthen innovation design testing and verification, fully evaluate associated safety risks, and ensure new technologies installed in vehicles meet national standards and health/safety requirements. They must provide clear information to consumers, avoiding exaggerated or false advertising.
Thirdly, there is a heightened emphasis on safety evaluations for advanced driving systems. Companies must improve their capabilities in functional safety, expected functional safety, cybersecurity, data security, and software updates, alongside enhancing monitoring and response mechanisms for safety incidents.
The ministry announced plans to collaborate with other agencies on a concerted action to improve product consistency and quality. This initiative will involve tackling prominent issues, tightening innovation design approval and testing procedures, conducting inspections of corporate safety assurance capabilities, and strengthening management of vehicle inspection bodies. Firms and testing agencies found non-compliant will face serious legal consequences to uphold the safety baseline for automotive products.
Regulatory efforts on production consistency have intensified year by year, shifting from a reactive product-check model to a proactive system-based risk prevention approach. Recent annual inspection notices have expanded scrutiny to cover purchased raw materials, components, and their suppliers, explicitly prohibiting post-production software updates that illegally alter vehicle parameters.
This year marks a significant wave of upgraded automotive safety standards. From January to July, multiple new or updated mandatory national standards have been introduced, covering areas such as door handle safety, power batteries, combined driver-assistance systems, side-impact collisions, information security, and software upgrades.
Key updates include new technical requirements for car door handles, enhanced safety standards for electric vehicles and their traction batteries with stricter thermal runaway prevention, and the approval of new safety requirements for intelligent connected vehicle driving systems set for implementation in 2027.
Additionally, mandatory national standards for vehicle cybersecurity, software updates, and autonomous driving data recording took effect at the start of the year. Proposed revisions are also underway to increase the mandatory total test mileage for electric, hybrid, and fuel cell vehicles to align with traditional internal combustion engine standards.
Industry observers note that the regulatory framework is expanding from traditional passive safety to encompass a broader "comprehensive safety" domain including active safety, functional safety, and data security. The continuous elevation of safety standards is expected to accelerate the phase-out of low-end production capacity, pushing automakers away from rapid model-launch strategies and towards long-term, responsible development cycles.
