2月2日，甲骨文已启动一笔美元债发行，筹集450亿至500亿美元，用于建设更多云基础设施产能。知情人士透露，此次债券交易规模预计约为200亿至250亿美元。
甲骨文在声明中表示，公司将通过一次性发行债券来筹集债务资金，覆盖今年计划融资规模的一半，并预计在2026年不会再发行额外债券。其余资金将通过发行与股权挂钩的债券和普通股筹集。知情人士称，甲骨文此次发行的债券最多分为八个期限，期限从3年到40年不等。其中40年期债券初步定价讨论为较美国国债溢价约2.25个百分点。
甲骨文上一次进入美国债市是去年9月，当时发行了180亿美元债券，成为当年规模最大的发行之一。由于市场对其债务负担上升的担忧，该笔债券在二级市场表现走弱，也推高了为甲骨文债务提供违约保险的成本。
