Hong Kong kicked off its first trial flight of an autonomous electric vertical take-off and landing (eVTOL) aircraft on August 28, marking a pivotal step in advancing its low-altitude economy. The project, a collaboration between Cyberport Hong Kong, Kwoon Chung Smart Mobility, and EHang Intelligent, is among the first batch of 33 pilots under Hong Kong's "Regulatory Sandbox X" initiative and has been undergoing phased testing since the first half of this year.
At the launch event at Cyberport's "Vertiport X", Deputy Financial Secretary and head of the working group on low-altitude economy development, Michael Wong, described the test flight as a major milestone. He stated that Hong Kong will now begin researching dedicated legislation for non-traditional aircraft, with subsidiary laws potentially submitted to the Legislative Council for review by 2027. "The most crucial aspect is to have a flexible, forward-looking supervision system that ensures safety," he added.
Huang Zhuotian, Executive Director of Kwoon Chung Bus Holdings Limited, noted that the company is actively advancing multiple autonomous driving projects in Hong Kong. He expressed ambitions to combine ground-based self-driving fleets with aerial low-altitude routes, offering residents and visitors a one-stop "ground transfer, air direct" three-dimensional travel experience. This, he said, would support Hong Kong's goal of becoming an international smart mobility demonstration city.
Wang Zhao, Chief Operating Officer of EHang Intelligent, highlighted the city's dense skyscraper landscape and high building concentration as factors creating vast application potential for eVTOL aircraft. "Hong Kong is an excellent testing ground, and the models validated here could potentially be promoted globally in the future," he told China News Service.
The eVTOL, powered by electricity and capable of vertical take-off and landing without runways, is popularly dubbed the "air taxi" or "flying car". Public demonstration flights will take place over three consecutive days starting from the launch date, aiming to test and showcase safety assurance capabilities under routine, sustained operational conditions. Moving forward, the participating parties will conduct further verification flights to accumulate operational data, providing practical experience and data support for developing and refining regulatory frameworks for autonomous eVTOL operations.
