多位州检察长表示，联合太平洋（Union Pacific）与诺福克南方（Norfolk Southern）之间的铁路合并提案对美国公司构成重大风险，可能会“扼杀经济”并“危害我们的国家安全”。
这项价值715亿美元的交易将“导致市场过度集中，抑制竞争，从而导致更高的价格、较低的可靠性和较少的创新，损害美国制造商，最终影响美国消费者，”根据周五由俄亥俄州、田纳西州、堪萨斯州、佛罗里达州、北达科他州、南达科他州、密西西比州、爱荷华州和蒙大拿州的九位州检察长签署的信件指出。
他们在致负责监管货运铁路的运输委员会（Surface Transportation Board, STB）的信中表示，以往的铁路合并导致了更糟糕的铁路服务和更高的成本。STB将审查合并申请，并决定是否批准。
目前，美国共有六家主要的货运铁路公司，几家发货商，如化工公司，表示他们担心进一步的铁路整合将使他们依赖于一两家铁路运营商。
联合太平洋表示，如果合并发生，他们将为失去接入铁路的任何客户提供另一个承运人。
