Chamber President on Closed-Loop Operation: "Malaysian Companies Can Leverage Hainan's Policy Advantages to Enter China Market"

Malaysian companies, particularly in tropical agriculture, food processing, tourism services, healthcare, high technology, and cross-border e-commerce sectors, can fully utilize Hainan's policy advantages as a gateway and springboard to enter China's vast market. They can also establish Hainan as a regional headquarters to serve ASEAN and broader international markets, said Lin Qiuya, President of the Malaysia Hainan General Chamber of Commerce, at the Hainan Overseas Friendship Association Board Economic and Trade Exchange Meeting on September 29.

On December 18, 2025, Hainan Free Trade Port will launch island-wide closed-loop operation. In Lin's view, this marks Hainan's genuine realization of free and convenient flow of goods, capital, personnel, and data, ushering in a more open and vibrant "Free Trade Port era." For Hainan natives worldwide, the Hainan Free Trade Port construction represents an excellent platform to share development dividends and achieve new career breakthroughs.

After the closed-loop operation, Hainan Free Trade Port will adopt a regulatory model of "first line open, second line controlled, free within the island," while continuously deepening "streamline administration, delegate power, and improve services" reforms to provide more efficient, transparent, and internationalized services for enterprises. "For overseas Chinese merchants, this means more familiar business rules and more convenient communication channels," Lin stated. The Malaysia Hainan General Chamber of Commerce is willing to actively play a bridging role, organizing more Malaysian companies, especially young-generation Chinese merchants, to visit Hainan for inspection, understand policy details, and seek cooperation opportunities. "We also hope Hainan can continue optimizing specialized services for overseas Chinese merchants to make investment implementation smoother."

"The free and convenient movement of personnel will make it more convenient for overseas compatriots to return home for family visits and business exchanges," Lin said. This will promote deep integration between Hainan and Malaysia, and even the entire ASEAN region, in education, technology, culture, and tourism. Both regions can jointly develop tourism routes to attract more international visitors and promote interaction between Hainan culture such as Qiong Opera and Qiong cuisine with Malaysia's multicultural heritage, enhancing civil friendship and laying a solid social foundation for economic and trade cooperation.

"Riding the waves in this 'new blue ocean' of the Free Trade Port, we overseas Hainan compatriots should not and will not be absent," Lin said. The Malaysia Hainan General Chamber of Commerce will serve as a "publicist" for Hainan Free Trade Port policies, a "connector" for bilateral economic and trade cooperation, and a "service provider" for overseas compatriots participating in hometown development.

She stated that the Malaysia Hainan General Chamber of Commerce will extensively promote Hainan's latest policies and opportunities to Malaysia's business community, enhancing the visibility and attractiveness of Hainan Free Trade Port in Southeast Asia; precisely match industrial needs between Malaysia and Hainan, organize business inspections and project matching meetings to promote substantial cooperation projects; and provide information consulting, liaison coordination, and other services for Malaysian compatriots interested in returning home for investment, helping everyone better integrate into Hainan's overall development.
