23 Companies Selected in Xi'an High-tech Zone, Accounting for 42.6% of the Province!

Continuing growth in recognized numbers, with 42.6% of total in the province. Recently, the Ministry of Industry and Information Technology announced the list of enterprises approved as national "specialized, refined, distinctive, and innovative" "Little Giants" for 2025, among which 23 companies from the Xi'an High-tech Zone were selected. This represents 42.6% of the total in Shaanxi Province and 50% of those in Xi'an city. The number of "Little Giants" has been steadily increasing, showing a robust growth trend overall.

"Specialized, refined, distinctive, and innovative" enterprises are small and medium-sized businesses characterized by specialization, refinement, uniqueness, and innovation. Most of these companies belong to strategic emerging industries and related services in fields such as new generation information technology, new materials, and high-end equipment manufacturing, and their industry distribution is concentrated. Although small in scale, these enterprises have been deeply rooted in their segmented fields for a long time, exhibiting strong innovation capabilities and playing an important role in overcoming key technological barriers.

Additionally, these enterprises have outstanding supporting capabilities, vital for ensuring the stability of the industrial and supply chains. During this recognition, new sectors such as intelligent connected vehicles, advanced semiconductor chips, and photonic chips have emerged in the Xi'an High-tech Zone. This includes a number of high-growth companies such as Xi'an Yiswei Material Technology Co., Ltd., Xi'an Aikesibo Electric Co., Ltd., and Shaanxi Ouka Electronic Intelligent Technology Co., Ltd., injecting vigorous new productive forces into the regional economy.

Of particular note is Xi'an Yiswei Material Technology Co., Ltd., which holds hundreds of core technology patents in silicon wafer technology and manufacturing processes, possessing mature mass production capabilities and key technologies in defect-free crystal growth, high-quality epitaxy, and silicon wafer processing. Its products reach international advanced levels in aspects such as monocrystalline quality, geometric shape, particle size, and contamination control. Xi'an Aikesibo Electric Co., Ltd. has consistently focused on the research and development of power conversion and control in power electronics, holding 52 various patents and participating in several major national scientific projects and military key models. Shaanxi Ouka Electronic Intelligent Technology Co., Ltd. is a leading provider of core systems for intelligent driving on water surfaces and a leader in civilian unmanned boats. Its environmentally friendly unmanned vessels lead the industry in shipment volume, and its intelligent cruise ships have landed in several national 5A scenic areas. Ouka Zhizhou has also collaborated with universities to release multiple datasets and holds over a hundred technology invention patents and software copyrights, having obtained the world's first type approval certificate for unmanned craft perception and autonomous navigation systems from the China Classification Society (CCS).

In recent years, the Xi'an High-tech Zone has launched several initiatives, including the "Five Cultivation Project" and the "Ten Hundred Thousand Growth Program" for SMEs, establishing a gradient cultivation system that aims to create an ecosystem where "leading enterprises stand tall while SMEs spread wide." In the future, the Xi'an High-tech Zone will strengthen policy guidance and industrial layout, continue to implement the "Accelerating New Industrialization and Developing New Productive Forces Implementation Plan," anchor strategic fields such as advanced manufacturing, strategic emerging industries, and future industries, and construct a "55611" modern industrial system to provide a favorable industrial environment for the development of "specialized, refined, distinctive, and innovative" "Little Giants."

Moreover, it will improve the gradient cultivation system for enterprises and deepen the "Cultivating Small, Promoting High, Scaling Up, Upgrading, and Going Public" five cultivation project, promote collaborative innovation in the industrial chain, implement special actions for three aspects of the industrial chain, and develop policies tailored to individual companies, supporting SMEs in integrating into the supply chain and advancing collaborative innovation in upstream and downstream sectors. Focusing on new sectors in future industries, it will follow the "National High-tech Zone New Track Cultivation Plan" requirements, emphasizing eight new tracks including "intelligent connected vehicles," "advanced semiconductor chips," "photon chips," "precision manufacturing materials for non-ferrous metals," "new aerospace power engines and systems," "electrochemical energy storage system integration," "unmanned intelligent systems," and "medical-engineering integration," actively creating a national "Future Industry Pioneer Zone."
