Beijing's Haidian District Unveils Future Industry Blueprint Featuring AI at the Summit

Over the past weekend, Beijing's Haidian District announced its "1+X+1" modern industrial system framework. This initiative presents an innovation pyramid with artificial intelligence at its pinnacle, supported by future industries such as embodied intelligence. As the capital's core hub for technological innovation, Haidian has positioned AI as the central element of its industrial system, while also identifying embodied intelligence as one of three key future industries. This signals a clear strategy: using AI as the engine and future industries as a breakthrough point to accelerate the development of new productive forces and build a world-leading science and technology park.

Why place artificial intelligence at the top? In Haidian's "1+X+1" system, the first "1" represents the AI industry, designated as the core engine driving intelligent upgrades and integrated development across various sectors. The plan aims to establish Haidian as a global hub for AI, creating a leading, fully independent AI innovation ecosystem and strengthening foundational elements such as algorithms, computing power, and data. Beyond building a strong foundation, the district intends to deepen AI's impact by promoting intelligent transformation in the information and software industries, empowering key sectors under the "5+3" framework, and fostering new "AI + application" models.

Spatially, Haidian will plan and develop the Jingzhang Heritage Park AI Innovation Belt to high standards. Through a "three zones, two wings" layout, it aims to construct a "world-class AI innovation block" to enhance innovation density and create a top-tier AI innovation ecosystem. From technological breakthroughs to industrial empowerment, and from spatial restructuring to ecological development, AI is positioned as the most influential force within the entire system. This indicates that AI in Haidian is not merely an industrial segment but a foundational power reshaping the industrial structure.

The "X" in the pyramid’s body consists of "5+3" key industries. The "5" refers to five strategic emerging industries: integrated circuit design, healthcare and pharmaceuticals, commercial aerospace, industrial software, and high-end scientific instruments. The "3" represents three future industries: embodied intelligence, quantum technology, and brain-computer interfaces. Among these, embodied intelligence has drawn particular attention. Emphasizing embodied "perception-decision-action" capabilities, it represents a key direction for extending AI into the physical world. As many cities prioritize embodied intelligence in their development strategies, Haidian is systematically planning its approach.

The district aims to build a full-chain innovation ecosystem, coordinate functional layouts between "innovation in the south and intelligent manufacturing in the north," establish high-standard embodied intelligence industrial clusters, and deploy high-energy pilot platforms and innovation carriers. These efforts will accelerate the commercialization of cutting-edge technologies and application scenarios, positioning Haidian as a core growth pole for the embodied intelligence industry. This layout covers R&D, manufacturing, pilot testing, and application, forming a relatively complete industrial chain.

How will technology services support the "pinnacle-body" structure? If AI is the engine and embodied intelligence the future track, then the final "1"—technology services—forms the ecological foundation stabilizing the entire system. Technology services will provide a full-chain support network covering talent, investment, space, platforms, and scenarios, ensuring essential resources for the pyramid's upper layers. In talent development, Haidian will create internship bases across cutting-edge fields, implement youth talent support policies, and facilitate seamless transitions from internship to employment and entrepreneurship. For investment, it will establish multi-billion-yuan funds focused on early-stage, small-scale, and hard-tech investments. Approximately 700,000 square meters of new industrial space will be added annually, and major scenario opportunity lists will be released to form a closed loop from scenario opening to technology verification, collaborative development, and market transformation.

From talent aggregation to continuous capital flow, and from spatial guarantees to scenario-driven innovation, the technology service system offers systematic support for key industrial growth. Building a world-leading tech park requires both internal capacity and external collaboration. In areas like AI and embodied intelligence, Haidian will expand innovation cooperation through cross-regional partnerships and alliance mechanisms. At the regional level, it will promote the coordinated development of the Beijing-Tianjin-Hebei humanoid robot industry chain. A regional innovation synergy body has identified several listed companies in the region capable of participating in humanoid robot innovation. Leveraging their mature manufacturing systems can support pilot production and scaling for Zhongguancun startups, while also attracting capital from these companies to strengthen regional innovation funding ties.

During the conference, the Haidian District World-Leading Science Park Development Alliance was established, and a cooperation agreement was signed with the International Association of Science Parks and Areas of Innovation to promote resource sharing. From full-stack AI research to embodied intelligence industrial clusters, and from world-class AI innovation blocks to enhanced technology services, Haidian aims to construct an increasingly robust innovation pyramid through its "1+X+1" modern industrial system.
