Two Government Departments Accelerate Digital Transformation, Supporting Safety and Emergency Equipment Companies Through AI-Driven Upgrades

The Ministry of Industry and Information Technology and the Ministry of Emergency Management have jointly issued the "15th Five-Year Plan for the Development of the Safety and Emergency Equipment Industry" on August 13. This plan outlines development goals for the industry during the 2025-2030 period, focusing on key areas such as industrial innovation, equipment promotion, enterprise cultivation, and ecosystem optimization. It details 15 specific tasks across 4 categories and establishes 5 special projects.

By 2030, the plan aims to significantly boost the industry's scale, technological level, product quality, and application depth. It targets an increase in the adoption of safety and emergency products for households and communities. The core industrial sectors are expected to reach a total value of 1.4 trillion yuan, with the creation of 10 highly competitive industrial clusters and 70 specialized industrial parks. The initiative also seeks to develop a group of globally competitive leading enterprises, alongside a number of specialized "Little Giant" firms and manufacturing champions in niche markets.

A key component of the plan involves accelerating the digital transformation of enterprises. It supports safety and emergency equipment companies in leveraging 人工智能 (AI) for intelligent upgrades. This will enhance the digital and smart capabilities across research and development, pilot testing, production, marketing, and operations. The goal is to foster the creation of smart factories and intelligent supply chains, while quickly cultivating a group of high-level digital transformation service providers.

Furthermore, the plan guides safety and emergency equipment companies to identify and catalog important data, implementing requirements for data classification, risk assessment, monitoring, and emergency response. This is to improve data security. It also emphasizes building high-quality datasets covering the entire lifecycle of equipment, creating a trusted data space for the industry, and unlocking data value. The initiative will cultivate industrial internet platforms tailored for safety and emergency equipment, deepen the development and practical application of vertical models, and achieve core capabilities such as compound disaster warnings and intelligent emergency plan generation. It will accelerate the application of 人工智能 (AI) and promote the intelligent upgrade of related software. Finally, the plan promotes the widespread adoption of the open-source HarmonyOS to construct a unified digital foundation for the industry.
