On September 30, the 20th session of the Standing Committee of the 7th Hainan Provincial People's Congress concluded in Haikou. The meeting decided to appoint Yang Guoqiang as Deputy Governor of Hainan Provincial People's Government.

Prior to this appointment, Yang Guoqiang had already served as a member of the Party Group of Hainan Provincial Government.

According to public records, Yang Guoqiang is a male born in January 1970. He holds a graduate degree from Shandong Provincial Party School (majoring in Economic Management) and a Bachelor of Science degree. He began working in August 1991 and joined the Communist Party in September 1994.

Yang Guoqiang has had a long career in Shandong Province, serving in various positions including Mayor of Laiyang City, Party Secretary of Laiyang City, Standing Committee Member and Secretary-General of Binzhou Municipal Party Committee, and Standing Committee Member and Deputy Mayor of Binzhou City.

In April 2015, Yang Guoqiang was appointed Deputy Party Secretary of Dezhou City and later participated in aid work in Xinjiang. After completing his Xinjiang assignment, he served as Deputy Secretary-General of Shandong Provincial Government, concurrently holding positions as Director of Shandong Provincial Government Affairs Bureau and Director of Shandong Provincial Government General Office.

In January 2022, Yang Guoqiang was appointed Party Secretary of Dongying City, a position he held until his recent cross-provincial appointment.
