美国交通部长肖恩·达菲将于本周三向众议院运输和基础设施委员会详细阐述特朗普政府改革老化空中交通控制系统的全面计划。此前，国会已初步拨款125亿美元作为启动资金，标志着美国联邦航空管理局（FAA）网络问题的系统性解决迈出关键一步。
空中交通控制系统的困境由来已久，但近期一系列高调事故加剧了公众担忧。其中包括今年1月美国陆军直升机与区域航空公司美国航空（AAL）喷气式客机的灾难性碰撞事件，造成67人遇难。达菲在预先准备的证词中强调："我的使命是确保航空旅行安全，因此我将致力于交付一个全新的空中交通控制系统。"这笔资金将用于实施尖端设计方案。
根据计划，美国交通部将升级过时的雷达和电信系统、控制塔及其他设施。同时，增加空中交通管制员编制，并引入激励措施以挽留人才。法案中包括20亿美元用于建设自1960年代以来首个新空中交通中心。政府正考虑聘请外部公司监督这一庞大工程，总统特朗普此前曾点名雷神技术公司（RTX）或IBM（IBM）等企业可能中标。
FAA还计划采购新无线电设备和网络连接，替换618台雷达，在200个机场安装防碰撞跑道技术，并扩展实时飞机交通信息的ADS-B网络。达菲表示，需要额外资金购置机场设备以预防近失事件，并加强管制员招聘。目前，人员缺口高达3500名。
上月一份国家科学院报告指出，FAA管制员的加班成本自2013年以来飙升超过300%。2024年，加班时长累计220万小时，花费2亿美元。报告认为，过度加班或源于人员调度效率低下。
