双方将分阶段推进合作：首阶段进行技术可行性验证，预计2025年完成试点工厂建设；第二阶段根据试点结果扩大应用规模。业内专家指出，这种"核能+水处理"的创新模式若证实经济可行，或将在全球油气开采领域引发技术革命。
