Through years of dedicated effort, Zhangjiakou has achieved continuous optimization of its industrial structure, expansion and quality improvement of industrial clusters, enhanced innovation capacity, and accelerated emergence of new growth drivers, all of which provide robust support for the city's development. However, compared with the requirements of high-quality growth and the performance of advanced regions, Zhangjiakou still needs to elevate its overall industrial capacity and strengthen pillar projects. Optimizing layouts and reinforcing strengths are key to constructing the modern industrial system. We will deeply implement the industrial upgrading and expansion initiative, strengthening the three leading industries of new energy, big data, and high-end equipment manufacturing. This includes accelerating the development of an integrated "source-grid-load-storage" new energy system, optimizing the digital economy landscape, and promoting the expansion and quality enhancement of sectors such as automotive and machinery equipment to establish them as city-supporting pillars. Additionally, we will refine and elevate the three featured industries of sports, culture and tourism, ice and snow, and modern agriculture and animal husbandry. Leveraging the Beijing-Zhangjiakou Sports, Culture and Tourism Belt as a driver, we aim to foster business integration, extend the ice and snow industry chain, and increase the added value of modern agriculture, thereby polishing the city's signature industry brands. We will also cultivate and expand emerging and future industries like hydrogen energy, artificial intelligence, and space-ground information technology to create new economic growth points.
Building clusters and achieving collective advancement are crucial for enhancing overall industrial competitiveness. Industrial clusters are a vital indicator of industrial modernization. We will implement the featured cluster upgrade initiative, supporting the advancement of four flagship chains, including Huaian's automotive engines and components and Zhangbei's wind-solar-storage electricity production. We will also promote the growth of six featured clusters, such as Huailai's new-generation information technology and Wanquan's mining machinery. Expanding shared areas like raw material procurement, R&D design, and key processes will allow "shared intelligent manufacturing" to help enterprises cut costs and boost efficiency. E-commerce live streaming for industrial products will be utilized to broaden sales channels for advantageous goods like ice and snow equipment and agricultural products, amplifying industrial advantages through cluster effects.
Strengthening platforms and enhancing efficiency are essential to consolidating the carriers of industrial growth. Parks are the primary venues for industrial development. We will expand and strengthen the Zhangjiakou Economic Development Zone, developing automobile manufacturing, new energy equipment manufacturing, and digital services industrial bases to turn it into the engine of the city's economic growth. We will also upgrade the capacity of provincial-level development zones, pursue featured and differentiated growth, precisely attract chain-leading enterprises and supporting projects, improve infrastructure and factor guarantees, and boost parks' capacity for project support and industrial agglomeration.
Planning for development must begin with planning for industry, and strengthening the economy must begin with strengthening the real economy. We will adhere to the direction of intelligent, green, and integrated development, using projects as the starting point and innovation as the driving force.
