On December 28, 2025, the China Food Fermentation Industry Institute (hereinafter referred to as "China Food Institute") and the People's Government of Qin County, Shanxi Province, held a cooperation signing and unveiling ceremony. The two parties jointly signed a cooperation agreement and unveiled the plaque for the "Joint Research Institute of the Qin County People's Government and the China Food Fermentation Industry Institute."
Li Junjie, Deputy Secretary of the Qin County Committee and County Mayor, stated that the establishment of this research institute marks a new stage in the development of Qin County's agricultural and food industry. The Qin County government will integrate policy and financial resources, open a "green channel," and provide one-stop services to promote the deep integration of scientific research standards with local industries, aiming to build a complete industrial chain.
Xing Huaizhong, Director of the Market Supervision Administration of Changzhi City, Shanxi Province, pointed out that this cooperation is an important measure to deepen the integration of industry, academia, and research, and to empower the high-quality development of the food industry. The market supervision department of Changzhi City will provide full-chain services in areas such as standard formulation, quality improvement, and safety assurance to facilitate the transformation of scientific and technological achievements.
Guo Xinguang, Party Committee Secretary and General Manager of the China Food Institute, noted that Qin County, as a major agricultural county, practices the concept that "lucid waters and lush mountains are invaluable assets." He affirmed its experience in empowering the high-quality development of the agricultural food industry through scientific research and standardization, thereby creating a green GDP. The development of Qin County's agricultural food industry must adhere to the "three constants": maintaining the product while shifting the track, keeping the raw materials while strengthening functionality, and preserving the ecology while extending the industry, thereby laying a foundation for high-quality development of the county-wide economy across the entire industrial chain.
The Qin County People's Government appointed experts including Guo Xinguang and Wang Shujun, Deputy Director of the National Light Industry Food Quality Supervision and Testing Center of the China Food Institute, as "High-Quality Development Advisors."
It is reported that Qin County, under the jurisdiction of Changzhi City, is located in the southeast of Shanxi Province and the north of Changzhi City, situated between the Taihang and Taiyue Mountains, making it a typical ecological agricultural county. The county's planting area for green food, organic agricultural products, and geographical indication products—collectively known as the "two categories and one label"—reaches 29,000 hectares, accounting for 70% of the total cultivated land area, ranking first in Shanxi Province. The certified area for organic agricultural products is 12,000 hectares, ranking third nationally. The history of the China Food Institute dates back to 1930, with its predecessor being the Fermentation Industry Science Research Institute of the First Light Industry Ministry, established in 1955. In recent years, relying on numerous national-level scientific research and public service platforms, the China Food Institute has focused on the development direction of "green, healthy, and smart" to create a domestically leading and internationally synchronized technological innovation base, service guarantee base, and industrial operation platform. This joint establishment of a research institute platform with the Qin County People's Government is a first in the Institute's history of local cooperation.
